The Airbus Route A10 is one of the Cityflyer Routes operated by Citybus. It runs between Ap Lei Chau (Lee Lok Street) and Airport, via South Horizons, Lei Tung, Aberdeen, Tin Wan, Wah Fu Estate, Chi Fu, Pok Fu Lam, Mount Davis, Kennedy Town and Shek Tong Tsui, providing a direct luxury bus service to the Airport Passenger Terminal and the HZMB Hong Kong Port for residents in the Southern and Western Districts.

History[]

In 1995, the Hong Kong Government commissioned the Transport Study for the New Airport (TRANSNA) to map out the external transport arrangements for the new Hong Kong International Airport. An additional airport bus route to and from the southern part of Hong Kong Island via Sai Ying Pun, Pok Fu Lam, Aberdeen and Ap Lei Chau was considered, but was abandoned before preliminary proposals were put forward for consultation, as the consultants predicted that the proposed route would incur losses.[1]

Two months after the opening of the new Hong Kong International Airport in July 1998, NWFB took over the operation of franchised bus services on Hong Kong Island. Managing Director Hui Hung immediately expressed his intention to operate bus routes between the Southern District and the Airport, saying that the District Council and many residents had reflected to NWFB their request for additional routes as soon as possible, and boasted that he was confident that the route could be introduced by the end of the year.[2] Initially, Citybus and NWFB were welcome to apply for the route,[2] but later, due to insufficient demands, they only arranged for the bus company to split the Connecting Route M590 from route 590 to and from the Hong Kong Station of the Airport Express. However, this arrangement was not convenient for people travelling with large luggages, and the Southern and the Central and Western District Councils each sought direct bus routes to the airport from the Transport Department.[3] There were even rumours on the internet that Citybus was planning to introduce a new North Lantau External Route (E route), E13, between the Southern District and the Airport.[4]

In July 2004, the Transport Department (TD) pointed out that the initial plan was to operate bus routes to and from the airport in the form of E routes with its fare levels, but omitting Tung Chung Town Centre and the Airport Cargo Area, and passengers would have to interchange at the Lantau Link Toll Plaza for other E routes to Tung Chung and the Logistics Area. The Department will start drafting the route proposal, including the route, frequency and journey time, etc., and submit it to the District Council for consideration in October, after which the bus companies will be invited to apply for operation and conduct a tendering process.[5] If all goes well, it is expected that the route will be available in 2005.

In October 2004, the Transport Department confirmed its plan to invite open tendering for a luxury bus route between the Southern District and the Airport[6][7] using seven single-decker buses to run the extended section of Smithfield. As this section of the route was only suitable for single-deck buses and the addition of luggage racks inside the bus compartment would not be sufficient to carry passengers, a revised proposal of using double-decker buses via Pok Fu Lam Road, Mount Davis Road, Victoria Road and Praya, Kennedy Town was proposed and included in the 2005-2006 Bus Route Development Programme[8] for consultation with the relevant District Council Transport Committees in late 2004 and early 2005. Subject to the completion of the consultations, the Department can proceed with the preparatory selection exercise, followed by the operator selection exercise, with the new routes expected to commence service in the fourth quarter of 2005.

On 3 February 2005, The Transport Department consulted the Central and Western District Council again on the routing on 3 February 2005 and was met with objections from District Council members who strongly requested that the route be routed through Pok Fu Lam Road, Third Street, Water Street, Queen's Road West, Belcher's Street, Cadogan Street, Praya, Kennedy Town, Shing Sai Road and Connaught Road West.[9][10] However, the journey has become extremely meandering and will take more than one and a half hours, causing dissatisfaction in the Southern District Council. The two District Councils even requested that the original bus route from the Southern District to the airport via the Western District be split into two airport bus routes from the Central and Western District and the Southern District respectively. As the Transport Department (TD) received different views on the routing arrangements from various parties during the consultation with the Transport Committee concerned, it was necessary to examine different options and select a suitable route. A joint meeting of the two District Councils was arranged on 18 March 2005 to resolve the dispute as soon as possible.[11][12][13]

After much debate and wrangling, the Transport Department finally started the preparatory work to prepare the necessary documents and selection details, and invited tenders for the Southern Airport route on 28 November 2005. Buses serving the route must be air-conditioned low-floor buses with Euro II or above engine systems, Octopus fare collection system, 2+2 seats, luggage racks, space for wheelchairs and wheelchair accessible ramps, while adjustable aeroplane seats are additional facilities to be provided by the bus companies and are not stipulated in the tendering conditions.[14] The Department wrote to the bus companies concerned to invite them to apply for operation and received their applications in mid-December of the same year.

In January 2006, Citybus was notified by the Transport Department that it had been awarded the right to operate the new route,[15] and was later numbered "A10" by Citybus as part of the Cityflyer routes, seven months later than the original date of 21 August 2005.[12]

Brief History[]

  • 26 March 2006: Cityflyer Route A10 commenced service between Ap Lei Chau Estate and the Airport (Ground Transportation Centre); this makes Southern District last of the 18 districts in Hong Kong to have direct bus service to the Airport.[16][17]
  • 19 June 2006: The first bus from Ap Lei Chau was switched to double-decker buses on a regularly basis in response to the Transport Department's request to deploy double-decker buses during the morning peak hours.[18][19]
  • 1 August 2007: Citybus launched a trial run of estimated arrival time enquiry service (ETA), making it the first franchised bus route in Hong Kong to make use of real-time positioning technology to provide such service.
  • 5 December 2007: Observes Terminal 2 for Airport bound with additional intermediate stop outside the vehicle entrance of the coach terminal.[20]
  • 8 June 2008: Before designated major events at AsiaWorld-Expo starts, Airport-bound buses will observe AsiaWorld-Expo Terminal and then return back to Airport (GTC) Bus Terminus, but there will be no post-event service from AsiaWorld-Expo to the city.
  • 15 February 2009: Bus stop "Terminal 2" for Airport bound relocated to outside the departure level of Sky Plaza Road. 
  • 31 January 2010: Diverts via Stonecutters Bridge and Nam Wan Tunnel, no longer observing Cheung Tsing Highway, Cheung Tsing Tunnel and Tsing Kwai Highway.[21]
  • 25 July 2010: Introduction of section fares from Terminal 1 to Ground Transportation Centre.[22]
  • 1 July 2011: The online version of the estimated arrival time enquiry service was launched, replacing the SMS enquiry service which has been in use for nearly five years. [24]
  • 8 November 2011: The bus stop formerly located at Mei Fai Court, South Horizons was relocated to Yee Wan Court, South Horizons due to the MTR South Island Line project.[23]
  • 16 November 2011: Ap Lei Chau terminus was temporarily relocated to Mei Hong Court, South Horizons for a temporary period of one year due to the MTR South Island Line project.[24][25]
  • 17 February 2012: "Bisney Road" bus stop at Pok Fu Lam Road was cancelled for South Horizons direction.[26]
  • 15 May 2012: The "Pok Fu Lam Fire Station" stop at Victoria Road was cancelled for Airport bound and was replaced by "Wah Hong Street" stop at Wah Hong Street.
  • 10 September 2012: New stop at Tung Hing House, Lei Tung Estate was added to replace the cancelled "Lei Tung Shopping Centre" stop for Airport direction; the name of the latter was used for a time in the early years.
  • 10 December 2012: Airport-bound last bus hours was advanced to 22:30.[27]
    • As the majority of departing flights depart before 01:30 and passengers need to arrive at the airport for check-in at or before 23:30, two hours before departure, the number of airport-bound departures is sparse towards midnight.
  • 2 February 2013: Ap Lei Chau terminus was relocated back to Ap Lei Chau Estate and a temporary stop was set up at Mei Hong Court in the direction of the airport to tie in with the implementation of the new phase of temporary traffic arrangements for the South Island Line project by the MTR.[28]
  • 21 August 2013: From 10:00am onwards, when arriving at "Pok Fu Lam Estate" Station in the direction of Ap Lei Chau Estate, buses would go straight via Pok Fu Lam Road, Chi Fu Drive, Chi Fu Road and return to Pok Fu Lam Road and its original routing to tie in with the traffic diversion measures for the major channel resurfacing works at Chi Fu Road.[29]
    • To Ap Lei Chau Estate: Stops "Fu Ming Yuen", "Fu Yan Yuen" and "Yar Chee Villas" are suspended and replaced by stops "Chi Fu Path", "Chi Fu Fa Yuen Blocks 1-7", "Fu Kar Yuen", "Chi Fu Fa Yuen Tennis Court" and "Yu Chun Keung Memorial College No.2".
    • To Airport: "Chi Fu Landmark" stop was temporarily suspended and was replaced by "Fu Kar Yuen" stop.
  • 18 January 2014: Due to the early completion of the water main replacement works, the temporary diversion of Chi Fu Road was ended at 4pm on the same day and resumed normal routing.[30]
  • 24 November 2014: With effect from 7:00am, the intermediate stop originally located at Aberdeen Bus Terminus for Ap Lei Chau Estate will be relocated to the lay-by at the roadside of Aberdeen Praya Road opposite the terminus.[31]
  • 25 April 2016: Ap Lei Chau Terminus relocated to Lee Lok Street:[32][33]
    • For Airport bound, buses would return to original routing via Lee Lok Street, Lee Nam Road northbound to Yi Nam Road, bus stops "Ap Lei Chau Estate" and Lee Nam Road "Parc Oasis" stop would be cancelled;
    • For Ap Lei Chau bound, buses would divert via Lee Nam Road, Lee Wing Street and Lee Lok Street to new terminus, bus stops "Ap Lei Chau Estate" would be cancelled and replaced by "Ap Lei Chau Estate (Ap Lei Chau Bridge Road)" stop at Ap Lei Chau Bridge Road;
    • There would be no intermediate stop along Lee Nam Road for both bounds.
    • Bus captains may choose to travel via Nam Wan Tunnel or Cheung Tsing Tunnel from that day onwards depending on actual traffic conditions.
  • 27 August 2018: Upon completion of the railway works, the stops at Mei Hong Court, South Horizons and Yee Wan Court, South Horizons on South Horizon Drive will be cancelled and replaced by Mei Fai Court, South Horizons on South Horizon Drive for Airport direction.[34][35]
  • 29 November 2019: Due to the expansion works of Terminal 2 of the Airport, Airport-bound buses would no longer observing Sky Plaza Road, and the bus stop "Airport (Terminal 2)" were cancelled.[36][37]
  • 1 April 2020. Due to the novel coronavirus pneumonia (later referred as COVID-19 pandemic) outbreak, the service hours of the route are temporarily and significantly reduced, with the advancement of last bus time from Ap Lei Chau at 13:30 and the service hours from the airport changed to 15:20 to 23:20.[38]
  • 22 April 2020: Due to the COVID-19 pandemic, the service hours of the route was further reduced, with the last bus time from Ap Lei Chau being advanced to 08:30 and the service hours from the Airport changed to 16:20-20:20.[39]
  • 10 March 2021: Due to the COVID-19 pandemic, service hours was reduced for the third time, with the last bus from Ap Lei Chau being advanced to 07:30.[40]
  • 21 July 2021: Route service hours will be reduced for the fourth time due to the COVID-19 pandemic, with the first bus from the Airport being delayed to 17:20.[41]
  • 16 February 2022: Due to the COVID-19 pandemic, route service was reduced for the 5th time with the last bus time from the airport advanced to 18:20.[42]
  • 25 September 2022: Routing changed in both directions along Wah Chui Street due to redevelopment of Wah Fu Estate until further notice:[43]
    • Divert via Wah Hong Street to Victoria Road after Wah King Street for Airport direction and omit Wah Tsui Street. Bus stops "Wah Tsui Street" and "Wah Hong Street" at Victoria Road were cancelled, and replaced by "Wah Fu (North)" stop at Wah Hong Street northbound.
    • After Wah Tsui Street, divert via Wah King Street, Wah Hong Street, Victoria Road and Wah Tsui Street before returning to Wah King Street and the original routing for Ap Lei Chau direction. Bus stop "Wah Tsui Street" at Wah Tsui Street was cancelled and replaced by "Wah Fu (North)" stop at Wah King Street eastbound.
  • 20 March 2023: Frequency was increased to four headways each way, departing from Ap Lei Chau (Lee Lok Street) at 05:30, 06:30, 07:00 and 07:30, and from Airport at 16:50, 17:20, 17:50 and 18:20, until further notice.[44]
  • 5 June 2023: Resumption of the service from 08:30 to 16:30 at Ap Lei Chau, and from 13:20 to 16:20 and 19:20 to 23:20 at the Airport.[45]
  • 23 September 2023:[46]
    • The last departure from Ap Lei Chau was resumed to 22:30;
    • The first departure from Airport was resumed to 06:50;
    • Detoured via Hong Kong-Zhuhai-Macao Bridge Hong Kong Port for both directions;
    • The full fare was adjusted down to $49.7.

Pre-paid Return Tickets[]

Pre-paid Return Tickets are priced at $70.0 and are valid for three months from the date of purchase. They are valid for any journey on this route, A11, A12, A17, A26, A28 or A29 to the city and to the Airport.

Passengers can purchase pre-paid tickets at Citybus Customer Service Centres, Citybus eShop shopping platform or designated travel agents.[47]

Same-day Return Discount[]

Passengers using an Octopus card or e-payment device to travel on Cityflyer to and from the Airport/HZMB Hong Kong Port/Lantau Link Bus-Bus Interchange and the urban area on the same day can enjoy half-fare concession on the return trip. To be eligible for the half-fare return trip, passengers must pay both the onward and return fares with the same Octopus card or the same e-payment device within the same service day (i.e. between the first and last bus service hours). The return journey discount is applicable to any Cityflyer daytime route.[48]

Airport Staff Concessionary Travel Scheme[]

Eligible Airport and Hong Kong-Zhuhai-Macao Bridge Hong Kong Boundary Crossing Facilities (HKBCF) staff holding a Personalised Octopus or Personalised Octopus for Airport Staff recorded and approved by Citybus can travel on this route at a concessionary fare of $27.0 per trip ($16.9 for Lantau Link Bus-Bus Interchange to Airport). Passengers are required to present the front of their registered "Authorised Employee Status" Octopus to the bus captain upon boarding, and pay the fare with the card upon confirmation by the bus captain without having to wait for the Octopus fare adjustment.[49]

Bus deployments[]

At least 8 air-conditioned double-deck buses are assigned to this route, including 1 bus supporting route S52 during the morning peak hours from Monday to Friday; they are the luxury version of Enviro500 MMC 12m (8000-8065) double-decker buses belonging to the Cityflyer fleet.

Due to the narrow roads along the Southern District (e.g. Mount Davis Road, Chi Fu Road), 12.8m buses (6501-6588 and 68XX) cannot be used on this route, but there were occasions that this ban was violated.

Due to the limited fleet resources and the low ridership expected at the beginning of the commencement of Route A10, Citybus spent nearly HK$1 million to convert its 10 MAN NL262 11.7m single-decker buses (1560-1569[Remarks 1]) to Airport Bus specifications, including addition of luggage racks, replacing original seats with the high-back seats, removing the original centre doors and putting up advertisements for this route.[50]

Before 2016, this route was mainly served by single-deck buses, but since its inception, it has been regularly served by double-deck buses, with the first daily bus to the airport being regularly served by double-deck buses. During the Umbrella Revolution in 2014, Route A12 was diverted via the Cross-Harbour Tunnel to serve the airport because the roads around Admiralty were occupied by protesters. As a result, many Western District residents used this route to travel to and from the airport, and Citybus replaced the single-deckers with the double-decker buses, mainly the Enviro500 MMC 12m Coach Version (8000-8065). After the Umbrella Revolution, demand for this route in the Western District did not decrease with the return of the Route A12 to the Western District and this arrangement was regularised. Citybus was also planning to switch to double-deckers for all routes after the retirement of MAN NL262 buses.

On 19 April 2016, all the NL262s converted for this route were retired. Due to the shortage of luxury vehicles, this route was mainly served by semi-luxury versions of the Dennis Trident buses (2209-2285) and Enviro500 MMC (85XX) with luggage racks, which were subject to complaints from District Councillors and the public that the fares were not commensurate with the level of service. By Executive Order in late May of the same year, Citybus specified that the passenger version of the Enviro500 MMC (8000-8065) should be used as the main vehicle for this route.[Remarks 2]

As the only depot in Citybus' Franchised License (2), Siu Ho Wan Depot (T), is far away from the Southern District served by this route. That means, if there is a shortage of buses (e.g. buses running on this route break down suddenly), buses without luggage racks have to be deployed from Wong Chuk Hang/Ocean Park Depot (S) or Chai Wan Depot (E) of the Franchised Licesne (1) to maintain the headways. In view of this, Citybus redeployed its Enviro500 12m (8100-8109) and Dennis Trident 12m buses (2302, 2304-2310, all retired) from B3 series routes to Chai Wan Depot (E) in 2017 and 2018 to serve the Southern District routes on weekdays,[Note 1][51] so that they can be deployed to this route promptly when necessary to minimise disruption to passengers.

Bus Arrival Time Enquiry Service[]

Since 1 August 2007, Citybus has introduced a trial of the first-ever SMS bus arrival time enquiry service on this route in Hong Kong.

Passengers will receive the estimated arrival time of the next one to two buses at their chosen stop within 2 minutes by writing an SMS with "CTB Bus Stop Code" (for English version, enter "CTB Bus Stop Code E"; posters with the bus stop code are displayed at each stop) and sending it to 508506 (e.g. "Wah Lok House A10 09:20" is subject to change without prior notice due to traffic conditions). without prior notice. 1/SMS"; a service fee of $1 per SMS will be charged by the telecommunication company). This service is available to users of the six major telecommunication networks, but is not available at the two terminals (Airport (Ground Transportation Centre) and Ap Lei Chau Estate) and Terminal 2. Details of the service and bus stop numbers can be found on Citybus' official promotional poster.

The former Deputy Managing Director of Citybus, Mark Savelli, said at the time of the launch of the service that the cost of installing the GPS system on all 10 buses was $150,000 and the annual operating cost was about $120,000.[52] In view of the low usage rate, Citybus has no plan to extend the SMS frequency enquiry service to other routes.[53]

In July 2011, Citybus launched an online version of the "Citybus Airport Express A10 Arrival Time Enquiry Service", which allows passengers to check the estimated arrival time of the next one to two buses at designated stops free of charge via the website, and abolishes the chargeable SMS enquiry service.[23] The service was extended to all other Cityflyer Routes in December 2012 and passengers can also use the "Citybus and NWFB App" smartphone application in addition to the website to make enquiries.

Ridership[]

Route A10 passes through a number of residential areas in the Western and Southern Districts, which is a meandering route. However, with its "one-way" advantage, it still attracts many outbound Southern District residents to take the route during holidays. During the peak season, the first bus hours was once required to depart earlier, but this has now been replaced by the new Route NA10 during long holidays.

According to the Bus Route Planning Programme (BRPP) and other documents, this route carries the following passengers:

  • 2006:[18]
    • A few months after the launch of the route: Citybus indicated that the average daily number of passengers per bus was about 10-odd, with an increase of one to two passengers per bus on average. The TD pointed out that the average daily patronage was over 800. The Department had requested Citybus to deploy double-deckers during the morning peak hours and the peak tourist season, and conducted a service survey after the implementation of the new measure, which showed that the average hourly patronage of airport-bound trips during the morning peak hours was 54-84%, while the average hourly patronage of departures from the airport during the evening peak hours was 33-53%.
    • June: TD conducted service surveys at bus stops along the route, including near Queen Mary Hospital, at the first stop entering Western District and at the last stop leaving Western District. The results showed that Western District passengers accounted for about 20-30% of the patronage, which is a small proportion of the patronage based on the number of passengers per trip provided by Citybus.
  • 2012: Average daily patronage of 1,300; before the last bus hours was advanced, the last bus towards Airport at 23:00 had only 1 passenger.[54]
  • 2016: Utilisation rate of about 70-80% during morning and afternoon peak periods, with some departures at the top gate; weekday off-peak occupancy rate of about 30%[55]

Traffic Accidents[]

  • 17 January 2011: At about 1pm, a MAN NL262 (1560/HU4891) heading towards Ap Lei Chau Estate lost control and crashed into a kerb near the exit of the Western Harbour Crossing on Connaught Road West after dodging a motorcycle that had climbed overhead illegally, causing serious damage to the bus and minor injuries to a passenger. One passenger was slightly injured. [59] The bus was not repaired due to the severity of the damage and was retired early in February of the same year.
  • 21 April 2019: At around 4pm, a traffic accident occurred at Tsing Ma Bridge towards the airport, in which five buses collided with each other, involving a PITCL Young Man JNP6122G (301/PM6822) on Route NR334, a LWB Enviro500 MMC (9501/SJ7944) on Route E34B, a bus of the same model on Route A11 (6834/VE6639) and a bus of the same model on this route (8033/SJ8393), resulting in at least 38 injuries. [60][61][62] Among them, 301/PM6822 was not repaired due to serious front-end damages and was withdrawn from service early.

Bus captain incidents[]

  • 11 November 2023: At around 4:00 pm, the bus captain of an Enviro500 MMC (8050/SN8590) heading towards Ap Lei Chau (Lee Lok Street) had a dispute with a private car driver at Wah King Street near the roundabout outside the Pui Ying Secondary School suspected to be due to the road condition. During the dispute, the bus captain damaged the other side of the vehicle and assaulted the other side of the vehicle and the other private car driver who was attempting to make an adjustment to the stopping time, and was eventually arrested by the Police for common assault, assault causing actual bodily harm and criminal damage, and was subsequently dismissed by Citybus.[56][57]

Downgrading Services[]

Since 19 April 2016, as all the modified MAN NL262s running on this route were retired and the luxury fleet was not enough to meet the demand, some members of the public found that Citybus was using a large number of Dennis Trident (2209-2285) and Enviro500 MMC (8507-8536) (two semi-luxury and ordinary versions of the bus respectively) buses with luggage racks to run on this route.

At the meeting of the Traffic and Transport Committee of the Southern District Council on 5 April 2016, Chai Man-hon (柴文瀚), a member of the Wah Fu North Constituency of the Democratic Party, queried that Citybus had violated the tender requirements and quoted the then Secretary for Transport, Ng Wing-fui (吳榮奎), as saying in 1998 that Route A was "a direct airport bus route to the Airport Terminal Building, providing a more direct and high quality service to passengers" and that a bus similar to Route E should not be used.

According to the Transport Department's reply, the requirements of the tender, such as air-conditioning, low floor and Octopus fare collection system, were already specified for ordinary buses, and the bus companies only needed to install luggage racks on ordinary buses to operate Route A in compliance with the tender.

Chai queried that Citybus was "cheating" by using ordinary buses on luxury bus routes, and claimed that he had lodged a complaint with the Customs and Excise Department under the Trade Descriptions Ordinance, which was duly investigated by the Customs and Excise Department. [64] Since then, Routes A12, A29 series and A11 have also been the subject of complaints by the relevant District Council members and District Councils respectively for using ordinary buses.
