The New Territories Resident Bus Route NR88 (The Transport Department officially calls this Route NR88, while Citybus calls this Route 88R) is operated by Citybus (Passenger Service Licence (PSL) No. 3826A). It runs between City One Shatin and Central [Remark 1], with intermediate bus stops along the route at Wan Chai North, Admiralty and Central. It is currently the only residents' bus route that Citybus operates that has a full-day service on a daily basis, and it is also the only cross-harbour residents' bus route in Hong Kong that provides a full-day service on a daily basis.
The return trip of Route NR88 passes through a number of tunnels. Towards Central, the Tate's Cairn Tunnel and Eastern Harbour Crossing are generally used; while towards City One Shatin, the Cross-Harbour Tunnel and Lion Rock Tunnel is usually used, and bus captains may decide to divert to other tunnels depending on the actual traffic conditions. As for the special departures from City One Shatin to Central (Alexandra House) on weekday mornings, they are designated to pass through Sha Tin Heights Tunnel, Eagle's Nest Tunnel and Western Harbour Crossing, has become Sha Tin District's first bus route to Hong Kong Island via Route 8 and the Western Harbour Crossing.
Although Citybus Route 88R is specially designed for residents of City One Shatin, anyone can actually ride it. On the other hand, the vehicles used on this route have been in service on franchised bus routes. Most of them are equipped with standee positions and unlike other residential bus operators, Citybus does not use high-floor coach buses. The operation mode is close to franchised buses[Remark 2]. However, cash payment for fares is not accepted on this route.
History[]
- 9 August 1989:Citybus has launched City One Shatin Resident Bus Route "60R" and held a free trial day on that day.[1][2]
- 14 August 1989: Route 60R' was officially put into service, running from City One Shatin to CentralStar Ferry in one direction, with two intermediate stops at Luk Kwok Hotel and Admiralty MTR Station (West). The service hours were 07:30-08:20 from Mondays to Saturdays with departures every 10 minutes, using Leyland Olympian double-decker air-conditioned buses. Two days before the official opening of Route 60R, KMB and CMB hurriedly opened the exclusive route 182 to compete with it, with a fare of $6.0.[2]
- In addition, Citybus has launched a "Breakfast Bus" service on Route 60R, where passengers pay a fare of $15 and receive a Fairwood breakfast box (actually a sandwich), a carton of Vitasoy and a copy of the Oriental Daily newspaper.[1][3][4][5]
- At that time, the Citybus "Breakfast Bus" attracted extensive coverage by overseas media such as the British Broadcasting Corporation (BBC), the Columbia Broadcasting Corporation (CBC) and the Asahi Shimbun (Japanese newspaper). [6]
- 21 August 1989: Free middle-sized feeder bus service were provided from Ma On Shan, Heng On Estate, Yiu On Estate and Chevalier Garden for passengers travelling to City One Shatin to interchange with Route 60R respectively [7], with Heng On route departing at 06:50, Yiu On Estate route departing at 07:25, whereas Chevalier Garden route at 07:00 and 07:30; however the date of the termination of these free feeder services were unknown.
- 1990: The route number was changed to 88R, breakfast sales were discontinued to avoid hygiene problems, and the fare was reduced from $15.0 to $11.8.
- 26 June 1991: Tate's Cairn Tunnel was opened to traffic, since then bus captains could choose to travel to Hong Kong Island via Tate's Cairn Tunnel or Lion Rock Tunnel depending on traffic conditions.
- January 1992: upgraded to a full-time bi-directional service.
- 30 July 2004: The "Breakfast bus" which was famous among Hong Kong and overseas was replayed to celebrate the 25th anniversary of the establishment of Citybus.
- Passengers must take Route 88R at City One Shatin Bus Terminus from 7:30am on the previous day and obtain a free breakfast voucher from bus captains to redeem the breakfast from 7:30am on the same day, limited to 250 servings of Cheese and Ham, Ham and Eggs, or Tuna Sandwiches, with paper packets of malted milk, Vitamin Milk or Chrysanthemum Tea. A carton of cereal, Vitasoy or Chrysanthemum tea.[8]
- Multiple staff, including the former managing director of Citybus, Lyndon Rees, also sppeared at City One to distribite breakfasts to passengers having vouchers.[9]
- 23 June 2008: The "WHC Morning Special Departures" were launched, departing from CotyOne Shatin from Mondays to Fridays at 07:45, 08:00 and 08:15, via Sha Tin Heights Tunnel, Eagle's Nest Tunnel and Western Harbour Crossing direct to Sheung Wan and Central, terminating at Alexandra House, with a rare promotion with "Western Tunnel Express".[10]
- 22 September 2008: The departure times of WHC Morning Special Departures were changed to between 07:45 and 08:20 at a 5-10-minute interval. For the details of this change, see promotional leaflet.
- 5 July 2010: One more trip was added to the WHC Morning Special Departures. [11][12]
- 11 April 2011: The departure time of the last bus was revised to accommodate the cancellation of Route N89R. [13]
- 16 January 2012: The WHC Morning Special Departures were increased to seven trips; whereas the first bus of holiday trips from Central was delayed to 10:05。[14]
- 4 July 2016: The "Macau Ferry" bus stop for the special morning departure via the Western Harbour Crossing was moved 100 metres back to Macau Ferry Bus Terminus.[15]
- 29 July 2018: Citybus raised the fare to $21.5 due to the huge investment cost of adding ""Next Bus" Arrival Time Enquiry Service" and driving recorders. [16]
- 27 December 2018: "Next Bus" Arrival Time Enquiry Service was introduced.
- 1 September 2021: City One Shatin Student Pass holders can enjoy half-fare concessions by presenting their Passes and paying the fare with their Personalised Octopus cards with "Student Status" on board.[17]
- 30 October 2021: Payment by AlipayHK "EasyGo", Alipay and UnionPay "QuickPass", VISA, Mastercard and UnionPay cards with touchless payment functions, as well as Apple Pay, Google Pay and Samsung Pay mobile payment platforms was accepted. Passengers can continue to enjoy inter-route interchange concessions, however, the new fare system is not included in the Public Transport Fare Subsidy Scheme, the "Citybus Elderly Fare Concession" and the "City One Shatin Student Pass".[18]
- 1 January 2022: No longer accepted fare payment by cash. [19]

Since its inception in 1989, this route has been run on non-patented Leyland Olympians (1XX, 2XX and 3XX). After the opening of the KCR Ma On Shan Rail (now the MTR Tuen Ma Line) in 2004, the number of passengers dropped. In addition to reducing the frequency of services, Citybus also began to dispatch single-decker buses during non-peak hours from time to time, including the retired Dennis Dart (148X) and Volvo B6 (13XX). Starting from 29 April, 2014, five of Citybus's Volvo Olympians (570-574) were transferred to the non-patent department. In response to the government-funded plan to replace early-stage commercial vehicles in the European Union, Leyland Olympian of the Citybus non-exclusive fleet retired in 2015 or before. Since then, the Volvo Olympian 12m and the 11m (9XX) and Plaxton Pointer 12m (601-610) have joined later. Dennis Trident 12m (2212, 2215, 2311) had gradually become the main force on this route. In addition, in the late 1990s, Citybus' cross-border bus fleet would operate on this route during morning peak hours, so buses registered in both China and Hong Kong would appear on this route, including the Leyland Olympian (1XX, 3XX) , Volvo B10M (12XX), Volvo B12 (200X), etc. This arrangement was terminated in 2001 after Citybus completely withdrew from the cross-border bus service industry. All non-franchised buses of Citybus have service approval for this route, so they have more flexibility in deploying backup buses. During the Christmas period from the early 2000s to 2008 and from 2016 to 2018, additional double-decker open-top buses were dispatched to this route. The route attracts citizens to take this route to enjoy the light displays. When the supply of covered buses is tight, open-top buses may also be deployed, but the upper deck will be closed, which will reduce the passenger capacity. Therefore, there has been complains by residents of City One[20]. In 2020, Citybus arranged for Enviro500 12m (8204-8234) and Enviro500 MMC 11.3m (9100-9107) to be transferred to the non-patent department to continue service, and gradually replaced the Euro III Volvo Super Olympian and Dennis Trident. On 1 August, the Enviro500 12m (8223/RL6869) was assigned to run on this route for the first time [21]; as for the Enviro500 MMC 11.3m, the first departure was made by 9102/SA7428 with the retro livery on 7 August. [22] Since Euro III diesel commercial vehicles cannot renew their licenses starting from July 2020, they will become the only two buses with Euro III emissions in the fleet in 2021 (including the Volvo Super Olympian 12m and Dennis Trident 12m) last year of service. On 26 March, 2021, Citybus announced online the day before that was the last service day of the Dennis Trident 12m (2312 and 2314), attracting a large number of bus fans to ride and take photos. With 2314 arriving at City One Shatin and returning to the depot for retirement, it meant that the Citybus fleet no longer has Euro III buses, and all routes passing through the low emission zone are fully compliant with the low emission zone standards. |

Ridership[]
This route adopts "point-to-point" arrangement and is much faster than Route 182, successfully gaining the latter's customer base in City One Shatin. It has a good passenger volume during peak hours, but it is often empty during off-peak hours due to its small service range and high fares.
After the Sha Tin Heights Tunnel and Eagle's Nest Tunnel were opened to traffic in 2008, a "Western Harbour Crossing Morning Special Departures" was added to this route. The frequency of the service was significantly increased in just three months, and later became more frequent than the regular service, which makes it very popular. In recent years, the congestion situation of the Cross-Harbour Tunnel and the Eastern Harbour Crossing has worsened and the City One Owners Committee has also discussed with the Transport Department to consider arranging for this route to be diverted to the Western Harbour Crossing throughout the day.[16]

- 13 April 1998: At 9:50 a.m., a Leyland Olympian (198/FD8530) heading towards City One Shatin along Sha Tin Road failed to stop the vehicle in time near Pok Hong Estate and crashed into a container truck in front of him that was parked on the slow lane due to a deflated wheel. The driver of the container truck was frightened and unwell and was sent to the hospital, wheras an old woman on the bus suffered a bruise on her foot in the accident but refused to be sent to the hospital.[23]
- 13 April 2016: In the early morning, a Volvo Olympian (606/HP1158) bound for City One Shatin turned right into Ngan Shing Street from Siu Lek Yuen Road when it collided with a taxi turning left from Ngan Shing Street going in the opposite direction; then it lost control and ran into the road divider, knocking down an iron railing. The fronts of both vehicles were seriously damaged, the taxi driver was injured, and all the people on the bus were injured. [24]
- 19 March 2017: In the afternoon, a Dennis Trident (2311/HW3550) heading towards Central was travelling along Gloucester Road and an accident occurred shortly after, with the front of the bus damaged.[25]
- 11 May, 2017: A Volvo Olympian (610/HP1368) heading towards Central had a dispute with a private car over giving way at the Cross-Harbour Tunnel Toll Plaza.[26]
- 4 June 2018: At about 4 pm, a Volvo Olympian (577/HD7093) heading towards City One Shatin collided with a armoured car in Sheung Wan.[27]
- 8 April, 2021:An Enviro500 (8223/RL6869) traveling on this route was hit by a private car that was wanted by the police on Ngan Shing Street.

- 19 September 2011:On the first day of publication of the free newspaper "Sharp Daily", while distributing newspapers at the City One Shatin, the newspaper also paid the fares for passengers, allowing passengers to ride this route for free.[28]However, this promotional activity was not authorised by Citybus and the relevant newspaper was publicly condemned by Citybus afterwards.
In addition, Citybus purchased several 16-year-old Dennis Tridents (NWFB fleet nos. 1210-1214, 1220-1221) equipped with Euro III engines from New World First Bus in 2018. They were then assigned to the non-franchised division which included route 88R, attracting bus fans to ride and pay attention to deployments.
- 29 July 2020: At 6:50 pm, 2316 (KP5220) was on its way to City One Shatin when it stopped at the Greenfield Terrace bus stop and white smoke emitted from the bus.[Source Request]
- 26 March 2021 (Last day of service for the Citybus Dennis Tridents): At 11pm, while 2312 (KN4257) was heading towards City One Shatin, the vehicle broke down due to a broken exhaust pipe in the Lion Rock Tunnel, and a burning smell came from the vehicle.[29]The tunnel staff then arranged for passengers to take other bus routes to the Toll Plaza Bus Stop, and transfer to another Dennis Trident (2314/HR3878) to continue to City One Shatin.[30]
