The New Territories Bus Route 798 is operated by Citybus. It runs between Tiu Keng Leng Station and Fo Tan (Chun Yeung Estate), via Tseung Kwan O Town Centre, Hang Hau, Po Lam, Sha Tin Wai (Greenfield Court) and Sha Tin Central.

This express route takes Tseung Kwan O Tunnel, Kwun Tong Bypass and Tate's Cairn Tunnel in between Sha Tin and Tseung Kwan O, which is heavily valued during both NWFB and Citybus eras, and was respectively branded as "TKO – Sha Tin Express Links" and as one of the "Trunk Routes".

History[]

Introducing Background[]

With the development of Tseung Kwan O, the population has been increasing and the demand for external transport has been growing. Since the late 1990s, some District Council members requested the introduction of direct franchised bus routes between Sha Tin and Tseung Kwan O. However, the Transport Department and KMB refused on the grounds that residents could interchange at Kwun Tong town centre, use the railway service and the passenger demand was insufficient. KMB introduced Octopus Interchange Concessions between routes 98A and 296A and six New Territories routes on 26 March 2000 and 25 March 2001 respectively, and extended the concessions to most bus routes to and from the New Territories via Kwun Tong Road between 2001 and 2002, making it almost impossible to introduce bus routes between Sha Tin and Tseung Kwan O.

In the 21st century, direct residents' bus services (NR21, NR27, NR212) from Tseung Kwan O to Sha Tin Town Centre and Fo Tan Industrial Area emerged one after another, and the Octopus Interchange Scheme between KMB routes 98A and 296A to New Territories routes was quite popular among residents. However, the journey time of Route 98A is too long, while Route 296A cannot serve Tiu Keng Leng and Tseung Kwan O Town Centre, etc. Tseung Kwan O residents and District Council members have not yet given up their demand for a direct one-way bus route to Sha Tin;[1][2] in addition, some Kwun Tong District Council members are dissatisfied that Tseung Kwan O interchange passengers "dominate" the main source of bus services between Sha Tin and Kwun Tong. In the 2010-2011 Bus Route Development Plan (Sai Kung and Sha Tin Districts), it was proposed that routes 796B and 797M be cancelled and seven buses be deployed to operate new routes between Tiu Keng Leng Station and Fo Tan (Shan Mei Street).

The Sha Tin District Council was dissatisfied with the late start time of the new route from Fo Tan, and objections to the cancellation of routes 796B and 797M had yet to be resolved, causing delays in the implementation of the full scheme[4]. The Transport Department subsequently revised the proposal to advance the first train time of the new route from Sha Tin and to provide interchange concessions. Initially, it was hoped that the new route would be operated in conjunction with the new GMB route 112M between LOHAS Park Station and Tseung Kwan O Industrial Estate (Chun Cheong Street), and that routes 796B and 797M would be cancelled.[3] As the Sha Tin District Council could not reach a consensus on the details, some District Council members requested to observe the area around Yu Chui Court,[4] thus delaying the commencement date again and again.[5]

After a round of wrangling and a meeting between the Transport Department and the Sha Tin District Council in September 2010, the TD finally decided to launch the new route 798 on 10 October 2010, while route 797M was not discontinued as proposed, but only shortened to Tseung Kwan O Station and adjusted in frequency.

Route Change History[]

  • 10 October 2010: Route 798 commenced service between Tiu Keng Leng Station and Fo Tan (Shan Mei Street).[6][7]
  • 13 December 2010: First bus from Tiu Keng Leng Station every Monday to Friday was advanced by 20 minutes to 06:20.[8]
  • 18 April 2011: Service was further enhanced by advancing the first bus from Tiu Keng Leng Station to 06:00 daily and delaying the last bus to 22:20 every evening.[9]
  • 26 March 2012: Three special departures from Fo Tan (Shan Mei Street) before 9:00 a.m. every Mondays to Saturdays were each advanced 5 minutes earlier and diverted via King Yung House King Lam Estate and Hau Tak Shopping Centre.[10]
  • 25 March 2013: First bus hours advanced early to 07:05 from Fo Tan every Mondays to Saturdays.
  • 1 July 2013: Octopus interchange concession with Route 682, 682P, 792M amd 796X was introduced to tie in with the extension of NWFB's bus franchise.[11]
  • 30 November 2013: Octopus Interchange discount with Route 690 was introduced upon the cessation of operation of Route 692.[12]
  • 18 July 2015: Additional stop at "La Cite Noble" on Ngan O Road was added for Fo Tan direction.[13]
  • 30 November 2015: Arrangement of omitting Po Lam and Sheung Tak from Monday to Saturday morning for Tiu Keng Leng direction was cancelled and succh trips would follow the ordinary routing for the rest of the day, and advance the first bus from Fo Tan to depart at 06:55.[14]
  • 12 December 2016: Last bus from Tiu Keng Leng Station was delayed from 22:20 to 22:40.[15][16]
  • 23 January 2017: Additional stop at "Yuk Ming Court" on Ngan O Road was added towards Tiu Keng Leng.[17]
  • 24 July 2017: Service hours was extended with the last bus to Fo Tan delayed to 23:00; the first bus to Tiu Keng Leng Station would depart earlier at 06:00 from Mondays to Saturdays, and earlier at 07:00 on Sundays and public holidays, and the last bus would be delayed to depart at 00:00 daily.[18]
  • 12 February 2018: "Next Bus" Arrival Enquiry Service was introduced on this route.[19]
  • 8 April 2019:[20]
    • First bus time was advanced early from 06:00 to 05:45 from Tiu Keng Leng Station from Mondays to Fridays;
    • Divert via Yuen Wo Road in lieu of Tai Po Road - Sha Tin, and stops "Lek Yuen Estate" and "Wo Che Estate" were added for both bounds.
  • 5 September 2020: Route was extended to Fo Tan (Chun Yeung Estate):[21][22]
    • Diverted via Kwei Tei Street to the new terminus without passing through Shan Mei Street and a new stop "Tsung Tau Ha Road" on Fo Tan Road was added for Fo Tan direction;
    • Divert via Kwei Tei Street and Shan Mei Street and return to Fo Tan (Shan Mei Street) Bus Terminus and the original route for Tiu Keng Leng Station direction;
    • Last bus from Fo Tan was delayed to 00:05.
  • 2 October 2020: To tie in with the commissioning of Tseung Kwan O Tunnel Bus-Bus Interchange (Tseung Kwan O bound), buses for Tiu Keng Leng Station would call there and a $5.0 section fare was introduced, and Octopus Interchange Concessions will be provided with all Citybus and NWFB solely operated routes calling at the stop.[23][24]
  • 9 January 2021: Payment by AlipayHK "EasyGo", Alipay and UnionPay "QuickPass" was accepted. Passengers can continue to enjoy inter-route interchange discounts, however, the new fare system is not included in the Public Transport Fare Subsidy Scheme and the $2 fare concession scheme for the elderly and eligible persons with disabilities.[25]
  • 1 May 2021: To tie in with the commissioning of Tseung Kwan O Tunnel Bus-Bus Interchange (Kowloon-bound), an additional stop was added in the direction of Fo Tan and Octopus interchange concessions were introduced with all Citybus and NWFB solely operated routes calling at the stop.[26][27]
  • 7 June 2021:[28][29][30]
    • Rerouted via Fo Tan Road directly from Kwei Tei Street after starting from Chun Yeung Estate and no longer observing Shan Mei Street; bus stop "Fo Tan (Shan Mei Street) was cancelled and replaced by Fo Tan Road "Min Fong Street" stop;
    • The intermediate stop inside Sha Tin Station Public Transport Interchange for Fo Tan direction was changed to allow both boarding and alighting.
  • 1 July 2023: Changed to be operated by Citybus following the Citybus and NWFB Franchised Bus Network Merger.

  • Half-fare for children aged below 12 and senior citizens aged 65 or above; the remainder of the fare after half-fare will be counted as 10 cents.
  • Elderly persons aged 65 or above using Senior Octopus Cards or Personalised Octopus cards, Hong Kong residents aged 60 to 64 using JoyYou Card, and eligible persons with disabilities using Personalised Octopus cards with "Persons with Disabilities Status" can enjoy a flat fare of $2.0 per journey under the $2 Concessionary Fare. If the concessionary fare for eligible persons with disabilities aged below 12 and senior citizens aged 65 or above is less than $2.0 after a 50% discount from the regular fare, the beneficiary is only required to pay the original concessionary fare; if the original full fare for Hong Kong residents aged 60 to 64 or eligible persons with disabilities is already less than $2.0, the beneficiary is also only required to pay the original full fare.
  • Passengers are required to tender exact fare by cash or by Octopus card when boarding. No exact change will be given.

This route is served by 13 double-decker buses, mainly the Volvo B9TL 11.3/12m (4500-4529/5200-5224), Enviro500/MMC 11.3/12m (4000-4039/4040-4091/5500-5582/5583-5599, 5601-5851), and Enviro500 MMC 12.8m (6100-6209).

Vehicles from Routes 680, 682 and 682B will run on this route during morning peak hours Monday to Friday as order buses, and are shared with Route 694 for some times during the morning and afternoon.

Before Route 798 came into service, NWFB proposed to use a quota of 5 and 2 buses from each of Routes 796B and 797M, which had been released after the cancellation of these routes. However, as route 797M could not be cancelled, only one bus could be released, so six buses were eventually used on this route, plus an order bus from Route 792M. Before the cancellation of Route 796B, the main vehicle used was a single-decker Dennis Dart (20XX) bus, which was the main vehicle used on this route at the beginning.

Later, the route was gradually switched to double-decker Volvo Super Olympian (50XX-51XX) or Dennis Trident (10XX-11XX, 12XX, 30XX) due to increased ridership. Since 8 November 2010, the route has been fully converted to double-decker buses.

Subsequently, with the opening of the new permanent Tseung Kwan O Depot on 1 February 2013, NWFB started to deploy Enviro500 (5500-5582) to further enhance its services as the new depot was equipped with AdBlue equipment.

From 2 May 2014, NWFB put up a full-body advertisement entitled "Tseung Sha Express" on a Volvo Olympian (VA76/HF940) purchased from Citybus, but the vehicle was short-lived and was retired on 28 April the following year after about a year of service.

On 8 April 2019, this route was approved for the use of 12.8m buses, with additional Enviro500 MMC 12.8m (6100-6209) being deployed by NWFB since 19 May.

Ridership[]

Route 798 runs directly through the most crowded areas of Tseung Kwan O and Sha Tin, eliminating the need for interchanging on MTR network, which makes it attractive.

According to the Bus Route Planning Programme (BRPP) and other information, the ridership of this route are as follows:

  • 2013: According to the data submitted by the Transport Department to the Sai Kung District Council in January, the average occupancy rate in the direction of Fo Tan was 80%; in the direction of Tseung Kwan O was 74%.[32]
  • 2015: The patronage of the last bus towards Sha Tin was about 40; whereas that of the last bus towards Tseung Kwan O was about 30.[33]
  • 2017: The ridership from Tseung Kwan O to Sha Tin was four times higher in the morning peak period than the opposite direction, while the patronage from Sha Tin to Tseung Kwan O was higher in the afternoon peak period; the patronage was about 20 after the last bus departure was delayed to 22:40.[34]
  • 2018: 86% occupancy rate was recorded during the busiest hour.[35]
  • 2019: Maximum occupancy rate was about 40% in the morning peak period towards Tseung Kwan O.[36]
  • 2020: The highest patronage in the Fo Tan-bound and Tseung Kwan O-bound buses is between 7:00 a.m. and 8:00 a.m. and between 6:00 p.m. and 7:00 p.m. respectively, with an average occupancy rate of about 30-60% per hour during the morning peak period for the Tseung Kwan O-bound trips and the highest number of boarding at Greenfield Court Stop.[37]

Traffic Accidents[]

  • 6 January 2018: An Enviro500 MMC Facelift (4078/UU7116) heading towards Fo Tan collided with a dump truck as it approached the Tate's Cairn Tunnel near the Kowloon entrance at around 1pm, causing serious damage to the front end of the bus. 6 people were injured and hospitalised as a result of the accident.[38]
  • 28 June 2020: At around 5pm, an Enviro500 MMC (6178/VE4815) heading towards Tiu Keng Leng Station was hit by a metal frame next to a bus stop pillar, causing a number of windows on the left side of the upper deck of the bus to be swept out. 7 passengers were slightly injured in the incident.[39]
