The New Territories Bus Route 78C is one of the "Fanling Queen's Hill Express" routes operated by Citybus. It runs between Queen's Hill Fanling and Kai Tak, observing Heung Yuen Wai Highway, Tolo Highway and Tate's Cairn Tunnel after Ma Mei Ha to and from Kwun Tong Town Centre, Kwun Tong Business Area and Kowloon Bay Business Area.

This is a special departure of Route 78X and provides service only during Saturdays, Sundays and public holidays.

History[]

Commencing Background[]

The Citybus Route 78X provides a bus service connecting Queen's Hill and Ma Mei Ha with East Kowloon. However, as the route runs through Wai Yip Street in the urban area and its stops are far away from Kwun Tong Town Centre, where the flow of people is relatively high, it was convenient for passengers commuting to and from work in the business areas of East Kowloon during the peak hours on weekdays, but its patronage is not good during off-peak hours and on holidays due to the problem of demand. District Councillor Robert Law Ting-tak (羅庭德) requested that Route 78X be diverted to Kwun Tong Road, but the Transport Department (TD) cited "heavy traffic on Kwun Tong Road" as the reason for its reservation, and only took note of the demand of Queen's Hill residents travelling to Kwun Tong town centre on holidays. On the other hand, Citybus responded positively to Dr Law's suggestion and criticised the inadequacies of the tender route planning, hoping that Route 78X could be re-routed so that after leaving Tate's Cairn Tunnel, it would first pass through Kai Tak and then go to Kowloon Bay and Kwun Tong Town Centre, so as to increase the carrying capacity and improve the service level, and also pointing out that KMB's Route 277A, which also connects Sha Tau Kok Road and East Kowloon, could also pass through Kwun Tong Road and extend its service hours.

In the 2023-2024 Bus Route Planning Programme announced by the Transport Department the following year, Route 78X was proposed to have its headways adjusted on Saturdays, Sundays and public holidays and were diverted via a section of Kwun Tong Road in Kwun Tong Town Centre instead of Kwun Tong Ferry Pier, and the proposal was implemented, with the route numbering changed to "78C", and was expected to come into service in the third quarter of 2023.

Route Change History[]

  • 19 August 2023: Route 78C commenced service, making it the first new regular route to be commenced after the Citybus and NWFB Franchised Bus Network Merger.
  • 25 February 2024: Kai Tak terminus was relocated from Concorde Road to the newly opened Kai Tak Public Transport Interchange: [1][2]
    • New stops at "Tak Long Estate Carpark" on Shing Kai Road and "East Kowloon Regional Police Headquarters" on Concorde Road will be added for Kai Tak direction;
    • A new stop was added at "East Kowloon Regional Police Headquarters" on Concorde Road for Fanling directoon
    • Both directions omitted the original roadside bus terminus located on Concorde Road.

Fare Remarks
  • Half-fare for children aged below 12 and senior citizens aged 65 or above; the remainder of the fare after half-fare will be counted as 10 cents.
  • Elderly persons aged 65 or above using Senior Octopus Cards or Personalised Octopus cards, Hong Kong residents aged 60 to 64 using JoyYou Card, and eligible persons with disabilities using Personalised Octopus cards with "Persons with Disabilities Status" can enjoy a flat fare of $2.0 per journey under the $2 Concessionary Fare. If the concessionary fare for eligible persons with disabilities aged below 12 and senior citizens aged 65 or above is less than $2.0 after a 50% discount from the regular fare, the beneficiary is only required to pay the original concessionary fare; if the original full fare for Hong Kong residents aged 60 to 64 or eligible persons with disabilities is already less than $2.0, the beneficiary is also only required to pay the original full fare.
  • Passengers are required to tender exact fare by cash or by Octopus card when boarding. No exact change will be given.
  • Passengers may also use AlipayHK "EasyGo", Alipay, QuickPass, BoC Pay "RideCode", WeChat Pay HK or WeChat "Ride Code", Visa, Mastercard and UnionPay cards with inductive payment capabilities, as well as Apple Pay, Google Pay, Samsung Pay and Huawei Pay mobile payment platforms for fare payment. Passengers using the above payment method can only enjoy the interchange concessions with other Citybus solely-operated routes or the Citybus departures of the jointly-operated routes, and cannot enjoy the "Public Transport Fare Subsidy Scheme" nor the "Public Transport Fare Concession Scheme for the Elderly and Eligible Persons with Disabilities".

This route is operated by 3 buses. As the tender stipulates that Euro 6 or above buses with double wheelchair spaces must be used on this route, 12-metre Volvo B8L buses (Priority F/N 8824-8828, Second priority F/N 8813-8823, 8829) with additional wheelchair parking spaces, which can carry two wheelchair passengers at the same time, must be used except in the event of an emergency or bus shortages, supplemented by Enviro500 MMC 12m (8547-8557) double-decker buses, also with double wheelchair parking spaces.
