The Hong Kong Island Urban Bus Route 4 is operated by Citybus with different starting and ending points and operation methods for different time periods:
Monday to Friday morning: runs circular between Wah Fu (South) and Central;[Remark 2]
The rest of the time is operated bidirectionally between Wong Chuk Hang and Central (Exchange Square), additionally serving Aberdeen and Tin Wan.
The "Pok Fu Lam Line" Route 4 is the first Hong Kong Island Bus Route to be launched after the implementation of the regional bus franchise, and it is also one of the first two circular routes in the history of Hong Kong. [Remark 3]
June 1933: CMB commenced Route No. 4 between Blake Pier and University, via Queen's Road West.
1 April 1935: Changed to circular operation, forming a pair of clockwise and counterclockwise circular routes with the Route No. 3to match the CMB Route Reorganisation.[1]
Route 4 would first observe Queen's Road West and Sai Ying Pun to University Hall, then via Bonham Road and Caine Road then return to the Central District.
21 April 1936: The Central Terminus was moved to Yaumati Ferry.[2]
14 June 1937:
Circular operation was cancelled together with Route 3;
Extended from University to Queen Mary Hospital.
December 1941: Service was suspended due to Japanese occupation of Hong Kong.
After WWII[]
16 April 1946: Service was resumed and Yaumati Pier was renamed as Vehicular Ferry Pier.
10 February 1953: Terminus was moved into Vehicular Ferry Pier New Bus Terminus.[3]
1 March 1956: Buses towards Pokfulam Road were diverted via Queen's Road West, Chiu Kwong Street, Des Voeux Road West and Connaught Road West after Vehicular Ferry Pier, omitting Queen's Road Central,[4] the en-route stop was located at Des Voeux Road West No. 251 near Western Street, No. 169 near Eastern Street, No. 83 near Sutherland Street intersection, No. 9 near Wing Lok Street West Intersection and Connaught Road Central outside Sheung Wan Old Market and other places.[5]
16 April 1956: Buses towards Vehicular Ferry Pier were diverted via Western Street towards Des Voeux Road West, no longer via Queen's Road West and Chiu Kwong Street.[6]
From June to 1 December 1967: Due to the 1967 leftist riots, the service was suspended.
3 October 1968: Extended from Queen Mary Hospital to Wah Fu Estate in the form of trial three months, and special departures between Vehicular Ferry Pier and Queen Mary Hospital was added during hospital visiting hours.[7]
1971: "Special Express" service was added. The routing is the same as the main route, but only stops at some major stations on the way.
Route 4 "Special Express" was diverted via Mid-levels and omit Sai Ying Pun and Sheung Wan, and will only stop at 12 to 13 stations on the way with service only on weekday mornings.
For regular trips heading for Wah Fu Estate (that is, excluding special express trips), after entering the village, buses would first detour through Wah Fu Estate Lower Road (now Waterfall Bay Road) before returning to the terminus.
11 September 1972: Terminus at Central District was relocated from Vehicular Ferry Pier to Central Terminal.[9]
30 December 1973 from 8am onwards: Divert via Jubilee Street instead of Queen Victoria Street for Wah Fu Estate direction from Central Terminus to tie in with the change of traffic direction of the above two streets.[10]
1 January 1975: "Special Express Bus" of Route No. 4 was renamed as independent Route 40.
6 October 1982: To tie in with the implementation of Public Transport Priority Scheme in Central, divert via Pottinger Street for Wah Fu Estate direction and omit Jubilee Street.[11]
18 November 1985: Frequency was increased to 3–4 minutes during peak hours to tie in with the cancellation of Route 44.
31 August 1994: Divert via Second Street to Water Street for Central direction.
5 December 1994: Central Terminus was relocated to Harbour View Street to tie in with the construction of the Central Reclamation (Phase I).
17 March 1995: Central Terminus was relocated to Central Ferry Piers, with return trips via Harbour View Street and D5 road.
22 November 1998: Divert via Man Cheung Street for Central (Ferry Piers) direction and omit Harbour View Street, and the bus stop at Man Yiu Street was relocated to Man Cheung Street.[12]
11 July 1999: Air-conditioned service was added to this route.
2000: Upgraded to fully air-conditioned service.
17 Match 2002: Change to detour and stop at Man Kat Street Bus Terminus for Central (Ferry Piers) direction and omit Pier Road, with the en-route stop "Harbour Building" cancelled.[13]
February 2003: Changed to stop at Exchange Square Bus Terminus for Wah Fu (South) direction, and no longer stopping at the en-route stop "AR Hong Kong Station" on Man Yiu Street.
1March 2003 to 31 May 2003: Concessionary section fare was provided.[15] The sectional fares remained after the concession period.
March 2003: Temporary changed to stop at "Wah On Building" instead of "Wah Lam Path" stop for Central direction due to road works; after completion of the works in April 2003, the stopping arrangement has not been reinstated as a permanent measure.
19 December 2004: NWFB restructured its Southern District routes and this route was changed to circular operation with "Macau Ferry" stop as the circular point and no longer observing Central Ferry Pier.[16][17]

Starting from the same day, the full fare was reduced to $5.0 and a new interchange concession with 46X was added to replace the original routing via Wah Fu.
20 October 2008: An en-route stop at Queen's Road West "Queen's Terrace" was added for Wah Fu (South) direction.
18 October 2009: Departures from Wah Fu (South) between 07:10 and 20:30 on Sundays and Public Holidays would observe Central Ferry Piers and Exchange Square Bus Terminus. For details of this change, refer to the NWFB passenger notice issued for this change.
2010 7 June: Circular ride restriction was added. Passengers boarding at or before "Sutherland Street" stop on the outbound journey should pay the fare again at "Hang Seng Bank Head Office" station if they wish to travel to the stops from "The Center" on the return journey.
17 February 2012: The en-route stop at Pok Fu Lam Road "Bisney Road" stop for Wah Fu direction was cancelled.[18]
18 May 2015: Three trips would depart from Tin Wan at 10 minutes before the original departure time (i.e. at 07:20, 07:40 and 08:00) from Monday to Saturday mornings and return to the original routing via Wah Kwai and Wah Fu (South) to tie in with the discontinuation of Routes 43X and 46X routes.[19]
28 May 2015: Due to traffic congestion at Tin Wan Street, three special departures from Tin Wan were delayed by 5 minutes (07:15, 07:35 and 07:55).[20][21]
15 December 2017: "Next Bus" Arrival Service was introduced to this route.[22]
11 October 2021: Changed to operate two-way between Wong Chuk Hang and Central (Exchange Square) after 09:50 on Mondays to Fridays and throughout Saturdays, Sundays and Public Holidays, no longer operate as Circular Route to tie in with the reduction of the service hours of Route 71 to early morning to mid-morning peak hours from Mondays to Fridays.[23][24]

Half-fare for children aged below 12 and senior citizens aged 65 or above; the remainder of the fare after half-fare will be counted as 10 cents.
Elderly persons aged 65 or above using Senior Octopus Cards or Personalised Octopus cards, Hong Kong residents aged 60 to 64 using JoyYou Card, and eligible persons with disabilities using Personalised Octopus cards with "Persons with Disabilities Status" can enjoy a flat fare of $2.0 per journey under the $2 Concessionary Fare. If the concessionary fare for eligible persons with disabilities aged below 12 and senior citizens aged 65 or above is less than $2.0 after a 50% discount from the regular fare, the beneficiary is only required to pay the original concessionary fare; if the original full fare for Hong Kong residents aged 60 to 64 or eligible persons with disabilities is already less than $2.0, the beneficiary is also only required to pay the original full fare.
Passengers are required to tender exact fare by cash or by Octopus card when boarding. No exact change will be given.
Passengers may also use AlipayHK "EasyGo", Alipay, QuickPass, BoC Pay "RideCode", WeChat Pay HK or WeChat "Ride Code", Visa, Mastercard and UnionPay cards with inductive payment capabilities, as well as Apple Pay, Google Pay, Samsung Pay and Huawei Pay mobile payment platforms for fare payment. Passengers using the above payment method can only enjoy the interchange concessions with other Citybus solely-operated routes or the Citybus departures of the jointly-operated routes, and cannot enjoy the "Public Transport Fare Subsidy Scheme" nor the "Public Transport Fare Concession Scheme for the Elderly and Eligible Persons with Disabilities".

Route No. 4 overlaps with routes such as Route No. 7 between the Southern District, Sheung Wan and Central. On weekdays, there is also a direct route 4X from Wah Fu Estate to Central via the Hill Road Flyover to the pier area, which is faster than this route. Since the opening of the Island Line Extension to Western District, some passengers have been using this route to connect to the MTR at the HKU Station.
According to Bus Route Planning Programme (BRPP) and other information, the ridership of this route are as follows:
1993 (CMB): The monthly patronage was 394,079.[25]
2012: The occupancy rate was 24-54% in the morning peak period, 27-69% in the afternoon peak period and 10-47% in the off-peak period.
2014: The average occupancy rate was 50% during peak hours and 41% during off-peak hours.[26]
2015: Before the opening of the MTR Island Line Extension to Western District, the peak half-hour average occupancy rate was 63%; after the opening of the new line in January, it was 49%, with a drop in patronage.[27] However, in March, the average occupancy rate was 76%, indicating a rebound in patronage.[28] In addition, the average occupancy rate of the three special trips from Tin Wan on this route was about 25% when leaving Wah Kwai Bus Terminus.[29]
2021: The occupancy rate during the busiest hour was 44%, after the morning peak the average occupancy rate was only 22% and the off-peak occupancy rate was 6-33%.[30]
2023: The occupancy rate was 55% in the busiest hour.

Traffic Accidents[]
11 August 1980: At about 10:30am, a bus, a Leyland Victory II (LV11/CF6215) heading for Wah Fu Estate was about to stop at a bus stop on Pok Fu Lam Road near Pok Fu Lam Village when it suddenly lost control of the bus and ploughed left onto the pavement and crashed into a rail fence, almost falling down the hill, fortunately stopped by the rail fence and a tree. The bus was tilted at an angle of 45 degrees and the driver opened the rear exit door to evacuate the passengers. No passengers were injured in the accident.[31][32][33]
30 September 1981: At 10.55pm, a Central-bound Leyland Victory II (LV70/CK6178) came to a bend opposite the Lee Wai Building at 41 Pok Fu Lam Road and suddenly lost control of the bus, which then crossed the opposite lane and crashed into the roadside railings. The driver then made a U-turn and the bus drove more than 10 feet over the outer wall of St. Stephen's Church on the opposite side of the road and crashed into a 10-foot high fence in a back alley. The bus driver and two passengers were injured.[34][35]
6 February 1990: At 5:30 p.m., a Central-bound Leyland Victory II (LV76/CL8374) was driven along Des Voeux Road West outside a dried seafood shop at Nos. 149-151 when a metal pipe from the bottom of the sail was thrust into the upper compartment. In the incident, two passengers on the upper deck of the bus were cut by glass fragments and were taken to hospital.[36]
7 June 2007: At around 8:00am, a Public Light Bus (PLB) travelling along Pok Fu Lam Road southbound ran into a taxi turning right towards the Home for the Aged Blind opposite to the Ebenezer School & Home for the Visually Impaired and collided with a saloon car driven by the former Commissioner of Police, Mr. Hui Ki On (許淇安). The two cars collided and crossed the centre of the road, while a Dennis Condor (DA36/EW6985), which was heading to Central, failed to stop and was hit again. Seven people were injured in the incident and were taken to hospital.[37]
8 February 2014: At around 10:00am, a Central-bound Dennis Trident (14002/JC2381) crashed into the right side of a private car at the junction of Water Street and Second Street in Western District, leaving the left front reel of the bus in the air. No one was injured in the accident.[38]
3 December 2017: At about 1pm, an Enviro500 MMC (5661/TT3500) was diverted by Formula E electric racing car to a side road outside the loading bay of Two International Finance Centre and turned into the bus stop in front of it. The bus captain thought he was turning into the loading bay due to unclear signages and it was suspected that the vehicle was too high and burst a pipe in the ceiling of the loading bay, causing water to gush into the bus.[39]
Bus on Fire[]
14 April 1970: At 9.45 a.m., the captain of a Wah Fu Estate bound Guy Arab V single-decker bus (AD4560) noticed a strong burning smell as it was picking up passengers at Queen Mary Hospital. Shortly after the bus left the bus stop, the burning smell became stronger and the bus was stopped for inspection of the smell and the captain found that smoke was coming from underneath the bus and that it was on fire. The bus captain used six fire extinguishers, one from the bus and five from the passing buses to put out the fire, but to no avail, until the firefighters arrived on scene and put out the fire successfully. No one was injured in the incident.[40][41]

9 October 1983: At around 5pm, a teenager travelling on a Leyland Victory II (LV13/CF9879) bound for Wah Fu Estate was found unconscious on his seat covered in blood with severe head wounds at the HKCCCU Cemetery stop in Mount Davis. As there were bloodstains on the body of the bus next to the boy's seat, and the top lampshade of one of the lamp posts passed by the bus had fallen off, and there were bloodstains and human-like objects on the post, the Police suspected that the passenger was hit by the lamp post when the bus was moving.[42]
