The Hong Kong Island Urban Bus Route 18 is operated by Citybus. It runs between North Point (Healthy Street Central) and Kennedy Town (Belcher Bay)[Remark 1]} (westbound terminus is truncated to Sheung Wan (Wing Wo Street)[Remark 2] and only westbound one-way service is provided during Monday to Friday morning peak hours), via Fortress Hill, Wan Chai North, Admiralty (←), Central, Sheung Wan, Sai Ying Pun and Shek Tong Tsui.
This route was once the most popular "King of Shortcut" of NWFB, and has spawned the supplementary route 18P and express route 18X. After the opening of the MTR Island Line extension to Western District, this route has been re-organised several times and its service has been drastically cut down, shortened to Shek Tong Tsui and Sheung Wan in the last few years.
After a lapse of eight years, the route was extended back to Kennedy Town and restored to full day service.
History[]
Predecessors of Route 18[]
This route was formerly known as CMB Routes 5C, 5M, 10B and 24M.
- Route 5C commenced service on 16 April 1974 between Wan Chai FerryPier and Central.
- Route 5M commenced service on 12 February 1980 between Kennedy Town and Central MTR Station to coincide with the opening of the Mass Transit Railway Modified Initial System.
- Route 24M commenced service on 1 August 1983 between Central MTR Station and Wan Chai North.
On 13 February 1984, the above three routes were merged to form Route 5C between Wan Chai Ferry Pier and Kennedy Town, which was later renamed as Route 5M on 23 May 1986.
Route 10B commenced service on 2 March 1981 between North Point (Healthy Street Central) and Central (Macau Ferry) before the merger.
Amalgamation of 3 routes leading to underestimation by CMB[]
With the opening of the Mass Transit Railway Island Line in 1985, the patronage of Route 5M and Route 10B continued to drop; coupled with the overlapping with other routes, CMB merged the two routes to form Route 18 on 16 August 1988[1], with the Western District terminus located at West Point (Holland Street), which was operated only on bank weekdays, with a frequency of 20 minutes, and was mainly operated by Daimler Fleetline.
At that time, this route was categorised as a semi-express route, with the route number shown in red on a yellow background on the stop boards, and there was no half-fare for children. However, the frequency of this route has been sparse over the years, and it also overlaps with a number of CMB's semi-direct routes on the north shore of Hong Kong Island, hence its patronage is on the low side.
- Other changes made in the period
- 18 January 1998: After leaving Holland Street Bus Terminus, the route was rerouted to turn right to Praya, Kennedy Town and go straight to Des Voeux Road West for North Point direction, no longer turning left to go through Sands Street, Belcher's Street, Queen's Road West and Hill Road; and rerouted to turn from Sai Cheung Street to Belcher's Street for West Point direction, no longer passing through Queen's Road West.
Takeover by NWFB, becoming "King of Shortcut"[]
After the Network 26 in 1993, the only remaining CMB routes on the north shore of Hong Kong Island in the Western District were Route 10 and this route, and the former Western District model was suddenly overshadowed. After Citybus took over the operation of routes 5, 5A, 5B and 10X, it has repeatedly strengthened its services and opened up a wide range of branch routes, and Western District has long become a bridgehead for Citybus to counter other modes of public transport.
When CMB's franchise ended on 1 September 1998, Route 10 was directly transferred to Citybus. The Government invited open tender for 88 CMB routes, including this one, and New World First Bus (NWFB) was awarded the right to operate the route. In order to compete with Citybus in the Western District, NWFB has made good use of the only non-cross-harbour route in the Western District taken over from CMB, adopted innovative marketing strategies to repackage its routes, and implemented a number of service improvement measures in order to increase patronage:
- From the date of takeover: Half-fare concessions for children were added.
- 22 September 1998 (half a month after the date of operation): Upgraded to daily full day service.[2]
- 29 March 1999: New Dennis Trident air-conditioned buses (10XX-11XX) were added to the service and became the main vehicle of this route.[3]
- 22 April 1999: Upgraded to full air-conditioned service with all Dennis Trident buses[4], becoming the fastest amongst the franchised bus routes on Hong Kong Island to switch from full non-air-conditioned buses to a mix of non-air-conditioned and air-conditioned buses, and then upgraded to a full air-conditioned service in just 23 days.
Shortly after NWFB took over the operation of Route 18, the frequency of the route was increased to every 6 to 7 minutes, which is three times higher than that of CMB. Subsequently, NWFB stepped up its promotional efforts, using "King of Shortcut" (捷徑王) as the packaging to highlight the advantages of the route's routing through the Wan Chai North commercial district, and affixing see-through advertisements on the bus bodies of the fleet of this route, which was the first bus body advertisement approved by the Transport Department to cover the glass windows of the upper deck of a bus with advertising materials. Just one year after NWFB took over the operation, the results of the promotional campaign were immediately visible, with the patronage of Route 18 increasing by 90%[5], making it one of NWFB's top-ranked routes, which is a remarkable achievement when compared to the decadent routes of the previous CMB era.

- 5 May 1999: Octopus card payment was accepted.[6]
- 15 August 1999: Western District terminus was relocated to the newly completed Kennedy Town (Belcher Bay) Temporary Bus Terminus.[7]
- 6 May 2001: Changed to stopped outside Chinese Bank on King's Road instead of the Sunbeam Theatre on King's Road for North Point direction.[8]
- 19 August 2001: Octopus interchange concessions with Routes 8P and M722 was added.[9]
- 25 April 2005: Octopus interchange concessions with Citybus Routes A11 and A12 were introduced with the cancellation of Route P12.[10]
Short conclusion: Decadence during CMB era and boom during NWFB era[]
In the past, CMB deployed old buses like Victory and Fleetline Combo to serve this route with sparse frequency and neglected the potential passengers. Later, NWFB made a desperate attempt to air-condition the route and packaged it as "King of Shortcut" to promote it to the public, which attracted a large number of passengers and achieved unprecedented success.
Even though the service hours of the faster route 18P were extended twice, in May 2004 and August 2010, the loss of passengers was limited due to the popularity of the "King of Shortcut" publicity in the early years, as well as the fact that the route passes through Wan Chai North, Central and other business districts, and the patronage is still quite good. However, NWFB no longer attached much importance to this route in recent years.
Split of branch routes and decline[]
On 10 March 2003, morning express route 18P was introduced to serve Wan Chai North via Route 4 (Rumsey Street Flyover, Pedder Street Tunnel and Harcourt Road Flyover) after leaving Shek Tong Tsui, without having to go through the busy Central and Sheung Wan area. The route was more direct and quicker than this one, and it was well received by residents of the Western District who worked in the Eastern District. In the following year, the route was upgraded to a full-time two-way service, and the route began to lose patronage. However, due to the support of Central commuters and the fact that some of them did not mind the slightly longer travelling time, the early days of NWFB were still quite good.
However, NWFB subsequently extended the westbound service hours of Route 18P from 8:00 p.m. to 12:00 midnight with effect from 16 August 2010, citing the provision of express service to Kennedy Town at night; conversely, the last bus of this route from North Point departed earlier from 12:00 midnight to 8:00 p.m.. In order to minimise the impact on the existing Sheung Wan and Sai Ying Pun passengers, free interchange with Route 1 and Route 5B has been added to Route 18P, but the eastbound service to North Point remains unchanged.[11]
On the other hand, Citybus Route A12 under the brand of "Cityflyer", which detoured via Shek Tong Tsui since 2002, has successfully opened up new sources of passengers travelling from Western District to Eastern District with the new section fares, and is even more popular than passengers travelling to and from the airport. On the contrary, the $45 full fare for the urban direction has caused passengers returning from the Eastern District to the Western District to still have to use the interchanging routes. In response to the aspirations of the local community, NWFB proposed the introduction of Route 18X in the 2012-2013 Eastern District Bus Route Development Programme, which finally came into operation on 14 July 2013 after a number of setbacks. In order to release resources for the introduction of Route 18X, Route 18 was shortened from Belcher's Bay to Whitty Street on the same day, and no longer served Kennedy Town; and due to road design problems, it was rerouted to go via Connaught Road West instead of Des Voeux Road West in the direction of Whitty Street.[12]

- 17 October 2011: To tie in with the commissioning of the new Central Government Complex and Legislative Council Complex at Tamar, after reaching Harcourt Road when heading towards North Point, the route was diverted via Tim Mei Avenue, Lung Wui Road, Fenwick Pier Street, Harbour Road, and then back to Fleming Road northbound and the original routing, with an additional bus stop set up opposite to the Citic Tower at Lung Wui Road; in addition, the bus stop which used to be outside the Immigration Tower on Gloucester Road was relocated to outside Hong Kong Convention and Exhibition Centre on Harbour Road, and the bus stop outside the Hong Kong Academy for Performing Arts on Gloucester Road was cancelled.[13][14]
- 15 February 2012: An additional bus stop outside the Central Government Offices on Harcourt Road eastbound was added for North Point direction to tie in with the provision of a lay-by there.[15]
- 9 December 2013: An additional bus stop near Queen Street on Connaught Road West for Whitty Street direction was added for the convenience of passengers in the "Ham Yue Lan"" area in Sheung Wan West.[16]
- From the evening of 28 September 2014 to 11 December 2014: The "Umbrella Revolution" broke out and the service was once suspended for about two and a half months.
Extension of Island Line to Western District and a new lease of life[]
After the commissioning of Island East-West Express Route 18X in July 2013, this route has been shortened to Shek Tong Tsui and its frequency has been reduced for many times, thus losing its importance. Coinciding with the imminent commissioning of the Island Line extension to Western District, the Transport Department consulted the District Council on the new round of bus route rationalisation in mid-2013, and proposed to delete this route and merge the service into three routes, namely Route 2, Route p18P and Route 18X, but the proposal has aroused strong opposition from the residents.[17]
In March 2015, the authorities announced the patronage figures, and even though the patronage of this route had increased rather than decreased after the commissioning of the railway, NWFB still decided to permanently cancel the service on 26 April. The Central and Western District Council (C&WDC) immediately intervened and requested that all reorganisations be suspended until the next meeting[18]. In the end, the proposal was revised to provide service only during peak hours from Mondays to Fridays, with service from North Point (Healthy Street Central) and Sheung Wan (Wing Wo Street) in the morning, and from Sheung Wan (Rumsey Street) to North Point (Healthy Street Central) in the afternoon, and no longer serving Sai Ying Pun and Shek Tong Tsui; the Sheung Wan-bound direction was diverted to travel via Connaught Road Central, instead of Des Voeux Road Central; and the North Point-bound direction was diverted to travel via Gloucester Road after Harcourt Road, and no longer via Tim Mei Avenue, Lung Wui Road, Harbour Road and Convention Avenue, with the resumption of stops at "Hong Kong Academy for Performing Arts" and "Immigration Tower", with effect from 10 May 2015.[19][20]
- 1 June 2016: Interchange concessions with Citybus Routes 780 and 788 were added following the extension of Citybus Franchise I.[21]
After this drastic service reduction, the average peak hour occupancy rate of this route has further increased to 92%, which is a far cry from the drop of more than half of the patronage of Route 18X. Instead, NWFB proposed in its Bus Route Planning Programme more than a year later that Route 18X should operate during the evening peak hours on Mondays to Fridays, and detour via Central and Fortress Hill on Saturdays and whole days of public holidays, in an attempt to replace the evening peak hour service of this route, which was eventually rejected by the District Council again[22]. After all these years, the old patronage of Route 18 has remained stable, and NWFB has resumed most of the Monday to Friday two-way service in late 2019, and then resumed the daily full-day service in September 2021 and resumed the service to Kennedy Town, which has saved this route from closure.

- 23 December 2019: Two-way service during non-peak hours on Mondays to Fridays was resumed:[24]
- The original service arrangement for departures at 09:00 and before were maintained;
- The new service hours and the original afternoon frequency were changed to use Central (Macau Ferry) as the terminus as follows:
- From North Point: 09:15 - 16:00;
- From Sheung Wan: 09:55 - 18:40.
- 20 September 2021: Resumed to daily whole day service, which was re-extended to Kennedy Town (Belcher's Bay) after the morning peak hours on Mondays to Fridays and for whole-day on Saturdays, Sundays and public holidays.[25][26]
- 1 July 2023: Changed to be operated by Citybus following the Citybus and NWFB Franchised Bus Network Merger.

Ridership[]
According to the Bus Route Planning Programmes and other information, the ridership of this route is as follows:
- 1993 (CMB): The monthly passenger amount is 151,814.[27]
- 2012 (before truncation to Whitty Street): The occupancy rate during the morning peak period was 48-98% (from North Point) 13-53% (from Belcher Bay); and the occupancy rate during the afternoon peak period was 36-51% (from North Point) 36-66% (from Belcher Bay).
- 2014: The average occupancy rate during peak hours was 73%, while the average occupancy rate during off-peak hours was 31%. Compared with the figures in 2012, there was a significant drop, reflecting the drop in patronage after the shortening of the route to Witty Street.[28]
- 2015: The average occupancy rate of the busiest half-hour of the peak period was 73% before the opening of the MTR Island Line Extension to Western District, and 32% after the opening, recording a drop in patronage.[29]
- 2017: The occupancy rate during the busiest hour was rebounded to 92%.
- 2019: The occupancy rate during the busiest hour was 68%.
- 2011: The occupancy rate during the busiest hour was 76%.

Traffic accidents[]
- 4 May 1999, A Dennis Trident (1013/HV7187) towards West Point hit a woman crossing the road without following the instructions at the junction of Des Voeux Road West and Chiu Kwong Street.[30]
- 24 April 2001: At about 9:00 a.m., an unladen North Point-bound Dennis Trident (1139/HZ2132) was struck by a tram (No. 63) jumping the red light at the junction of Sai Cheung Street and Praya, Kennedy Town on the right hand side of the vehicle, which subsequently derailed and the bus ran onto the pavement. The drivers of the two vehicles, 17 tram passengers and one passer-by, totalling 20 persons, were injured in the incident.[31][32]
Fire accidents[]
- 24 December 2006: At about 11:00 a.m., a Dennis Trident (3031/HZ4237) heading towards Belcher Bay was approaching Lung Wui Road when smoke suddenly came out from the rear of the vehicle and burst into flames; no one was injured in the incident.[33]
