The Hong Kong Island Urban Bus Route 14 is operated by Citybus. It runs between Grand Promenade[Remark 1] and Stanley Fort (Gate), via Shau Kei Wan, Tai Tam Reservoir, Redhill Peninsula and Stanley Market. It is the only public transport service that runs bidirectionally via the whole section of Tai Tam Road throughout the day.

During off-peak hours from Mondays to Fridays and after the morning peak hours on Saturdays and public holidays, the route will operate as a circular route and detour via Stanley Plaza (Ma Hang) on the return journey; there are also some trips detouring via Stanley Prison and Ma Hang Estate, please refer to the section on "Service Hours and Headways" for details.

Detailed History of Citybus Route 14 and its predecessor
  • 1 May 1960: CMB operated Route 14 on a trial basis, initially between Shau Kei Wan and Stanley Village, for four months on a nine-seater minibus basis. [1]
  • 1 September 1960: Changed to a regular route. [5]
  • 16 February 1975: Both termini were changed to Sai Wan Ho Ferry Pier and Stanley Fort to replace services of Route 16. [2]
  • 4 October 1983: Sai Wan Ho Ferry Pier Bus Terminus was relocated from Hing Man Street to the public transport interchange of the new pier at the end of Tai On Street to tie in with the relocation of Sai Wan Ho Ferry Pier to the new reclamation area. [6]
  • 1 September 1998: Changed to be operated by New World First Bus (NWFB) following the end of CMB's bus franchise.
  • 8 February 1999: Air-conditioned service was formally introduced [7], using Dennis Dart single-decker buses, with these services initially provided on Mondays to Saturdays only, with Leyland Victory II maintained for the whole route on holidays.
  • 28 February 2000: Additional double-decker air-conditioned buses (Template:BTS-bm) were introduced. [8]
  • 5 October 2000: Due to the closure of Sai Wan Ho Ferry Pier Bus Terminus, the terminus was relocated to Sai Wan Ho (Tai On Street) Bus Terminus at the roadside outside the station. [9]
  • 18 March 2001: In order to alleviate the congestion on Stanley Village Road during weekends, the "Stanley Village" stop on Stanley Village Road was omitted on holidays towards Stanley Fort.
  • 27 August 2001: Stanley terminus was relocated from inside Stanley Barracks to Stanley Fort (Gate), so that buses would no longer turn around within the Barracks Closed Area except on specific days (e.g. Barracks Open Day, sports matches); at the same time, the special trips via Tung Tau Wan Road was enhanced.   • 23 December 2001: Interchange concessions with Routes 2X, 63, 64, 65, 66 and 720 were introduced. [10]
  • 17 June 2002: Additional morning special departure from Ma Hang (Stanley Plaza) to Sai Wan Ho (Tai On Street) in one direction every Mondays to Saturdays. [11]
  • 11 November 2002: Additional morning special departure from Sai Wan Ho (Tai On Street) to Ma Hang (Stanley Plaza) every Mondays to Saturdays was introduced, while the special departure from Ma Hang was increased to three. [12][13]
  • 13 April 2004: Eastern District terminus was relocated to Aldrich Bay (roadside at Oi Tak Street). [14][15]
  • 8 November 2004: To tie in with the reorganisation of Stanley routes under Citybus and NWFB, an Octopus interchange concession with Citybus Routes 6 and 6X was introduced. [16]
  • 24 June 2006: The Eastern District terminus was relocated to the Sai Wan Ho (Grand Promenade) Public Transport Interchange which opened on that day. [4][17]
  • 16 July 2006: Section fares for both directions to Turtle Cove were changed to Octopus payment only in order to enjoy concessionary fares. [18]
  • 17 September 2012: The proposal in the Bus Route Development Programme of that year was implemented: [19][20]
    • From 08:20 to 14:40 and 20:20 to 23:40 on Mondays to Fridays off-peak hours, and from 08:20 on Saturdays and Public Holidays, the service was changed to operate in circular basis, detouring via Stanley Plaza in the direction of Grand Promenade;
    • The original section fare from Stanley Village to Stanley Fort (Gate) was changed to a two-way Octopus payment only during the above hours.
  • 1 July 2013: To tie in with the franchise extension of NWFB, a short-haul section fare to "Shan Tsui Court" at Tai Tam Road was added for Stanley direction; and Octopus interchange concession with Route 82 was added. [21]
  • 10 November 2013: In line with the reduction of Route 314 to the swimming season holiday services, the Octopus Interchange concession with Route 82 was introduced. [22][23]
  • 28 February 2016: The section fare from Stanley Village to Stanley Fort was changed,with the original $3.4 sectional fare changed to an Octopus two-way section fare. [24]
  • 31 August 2018: "Next Bus "Real-time arrival time enquiry service was added. [25]
  • 18 November 2019: The stop at "Che Pau Teng" on Wong Ma Kok Road for Stanley Fort direction was cancelled. [26]

  • Half-fare for children aged below 12 and senior citizens aged 65 or above; the remainder of the fare after half-fare will be counted as 10 cents.
  • Elderly persons aged 65 or above using Senior Octopus Cards or Personalised Octopus cards, Hong Kong residents aged 60 to 64 using JoyYou Card, and eligible persons with disabilities using Personalised Octopus cards with "Persons with Disabilities Status" can enjoy a flat fare of $2.0 per journey under the $2 Concessionary Fare. If the concessionary fare for eligible persons with disabilities aged below 12 and senior citizens aged 65 or above is less than $2.0 after a 50% discount from the regular fare, the beneficiary is only required to pay the original concessionary fare; if the original full fare for Hong Kong residents aged 60 to 64 or eligible persons with disabilities is already less than $2.0, the beneficiary is also only required to pay the original full fare.
  • Passengers are required to tender exact fare by cash or by Octopus card when boarding. No exact change will be given.
  • Passengers may also use AlipayHK "EasyGo", Alipay, QuickPass, BoC Pay "RideCode", WeChat Pay HK or WeChat "Ride Code", Visa, Mastercard and UnionPay cards with inductive payment capabilities, as well as Apple Pay, Google Pay, Samsung Pay and Huawei Pay mobile payment platforms for fare payment. Passengers using the above payment method can only enjoy the interchange concessions with other Citybus solely-operated routes or the Citybus departures of the jointly-operated routes, and cannot enjoy the "Public Transport Fare Subsidy Scheme" nor the "Public Transport Fare Concession Scheme for the Elderly and Eligible Persons with Disabilities".
  • Two-way section fare - Passengers are required to pay by Octopus card or mobile e-payment platforms, and to confirm once with the same card or same account when getting on and off the bus. If other means of payment is used or the card is not reconfirmed on alighing, the fare from the boarding stop to the final destination will be charged.
  • For Stanley direction, passengers boarding from Grand Promenade to Stanley Court who wish to continue to Stanley Mound Road or stops thereafter for Grand Promenade direction should repay the fare at Stanley Plaza. (Only applicable to departures operating on a circular basis)

Bus Deployments[]

This route is served by 5 double-decker buses on weekdays and 7 double-deck buses on holidays; due to the narrow and winding Tai Tam Road, this route can only be served by Enviro400/Euro V (70XX, 310XX/38XX, 315XX) double-decker buses, and Enviro200 MMC 10.7m (2501-2505) single-decker buses may be used in the early stage after a stronger tropical cyclone.

In the early years of Route 14, the double-decked buses of Guy Arab V (LS, LX) were used for a long time, and it was not until the LX was retired at the end of 1996 that the whole route was replaced by Leyland Victory II (LV) (4 buses were deployed at that time). During the CMB period, a Dennis Dart (DC or CX) on route 262 would operate on this route from Sai Wan Ho Ferry Pier to Stanley Fort on weekday mornings, charging ordinary bus fares, and was the only air-conditioned service on this route before it was officially introduced with air-conditioned bus services. [27]

After NWFB took over, it continued to use Leyland Victory II in the initial stage, then Dennis Dart (20XX) single-decker air-conditioned buses on weekdays from 1999, then full air-conditioned service in the third quarter of the same year, and later Dennis Trident (33XX).

In 2016, NWFB ordered 60 Enviro400 Euro V (38XX), which is 10.4 metres long and only 4.17 metres high, to replace the shorter Dennis Tridents (33XX) as they aged. After a trial run, the 3827 served the route for the first time on 28 April 2017[28], and went on to become the mainstay.

Between mid-April and July 2019, in response to the Peak Tram development programme, NWFB has leased some Enviro400s from Citybus to serve this route and Route 9 in order to ensure sufficient short-bodied low-height double-decker buses to meet demand to and from The Peak. [29][30]

In 2021, NWFB needed to borrow some of its Enviro400s from Citybus for this route due to the shortage of short buses for the heavy holiday patronage:

  • 2 April (Easter and Ching Ming Festival holidays). [31]
  • 22 July: During the summer holidays. [32]

In 2023, NWFB needed to borrow some of its Enviro400s from Citybus for this route due to the shortage of NWFB's short buses on holidays due to the large number of passengers. [33] With the Citybus and NWFB Franchised Bus Network Merger, the Enviro400 Euro V low-height buses became the mainstay of the fleet as they were prioritised to serve the height-restricted Peak Route.

Ridership[]

According to the Bus Route Planning Programmes and other information, the patronage of this route is as follows:

  • 1993 (CMB): A number of 86,126 passengers were recorded per month. [34]
  • 2011: The peak hour passenger utilisation rate was 15-58% and off-peak passenger utilisation rate was 3-40%.
  • 2012: The average off-peak occupancy rate was 17%. [35]

Traffic Accidents[]

  • 27 October 1982: At 2:55 p.m., a Stanley-bound Guy Arab V (M6/AH4099) lost control of its vehicle and crossed the opposite lane of traffic on the downhill side of Tai Tam Road and overturned after reaching a line of trees, injuring 23 persons. [36]
  • 30 July 1989: At 9:50 a.m., a Sai Wan Ho-bound Guy Arab V (LX331/CV1418) collided with a coach in the opposite lane on Tai Tam Road, resulting in injuries to 81 people in three vehicles. [37]
  • 31 March 1996: At around 10:00 a.m., a Stanley-bound Guy Arab V (LX345/DC3424) and a Leyland Victory II (LV84/CM2206) travelling on Route 9 towards Shek O collided with an out-of-control dump truck, private car and taxi at Tai Tam Road near Hing Man Estate, resulting in injuries to three people [38][39], with the former later injured due to the age of the vehicle (Registered in 1966, the chassis was refurbished and re-launched in 1984).
  • 14 April 1998: at 10:45 a.m., a Stanley-bound Leyland Victory II (LV100/CM7448) collided with a bus of the same model (LV5/CF5482) of Route 9 on the opposite lane as it was coming up the bend near Hing Man Estate on Tai Tam Road, during which the Route 9 captain twisted the steering wheel sharply and swung it into a kerb before coming to a stop. The bus driver was also suspected to have left his right foot off the brake pedal in a moment of panic, causing the bus to skid back and hit a trailing construction vehicle, resulting in a three-vehicle collision. the bus driver of Route 14 and two female passengers on the Route 9 bus were injured. [40]
  • 10 April 2010: At around 1:00 pm, a Stanley-bound Dennis Trident (3349/KR8155) collided with a hopper lorry on Tai Tam Road, injuring four people. [41]
  • 15 January 2012: In the afternoon, a Stanley-bound Dennis Trident (3337/JL2164) collided with a taxi at Tai Tam Road, with no injuries. [42]
  • 1 October 2017: at around 3:00pm, a Dennis Trident (3316/JJ8254) heading towards Grand Promenade was hit by the rear of a Toyota Coaster green minibus (FG1008) on Route 16X near Shan Tsui Court on Tai Tam Road, the minibus reversed its lane and hit a bus of the same type (3311/JJ5560) travelling on Route 9, with a total of 26 people injured in the three vehicles [43]. The minibus involved in the incident was decommissioned after the incident.
  • 26 August 2018: At 00:00, a Stanley-bound Enviro400 Euro V (3826/UT553) was travelling on Tai Tam Road near The American Club when it struck a tree branch on the roadside, shattering a window on the left front end of the upper deck, and sending two passengers to hospital with injuries caused by glass shards. [44][45]
  • 28 April 2021: At around 11:00 pm, a Stanley-bound Enviro400 Euro V (3804/UM9245), suspected to be slippery due to rainy weather, lost control of its vehicle and crossed the opposite lane of traffic, colliding head-on with a Chai Wan Station-bound green minibus (LS5915), resulting in minor injuries to the minibus driver and three passengers. The minibus driver and three passengers were slightly injured. [46]

Internet incidents[]

  • 8 May 2017 : The road at Tai Tam Tuk Dam on Hong Kong Island is known for its narrowness. A video clip had been circulating online showing a driver of a Tesla Model X electric car narrowly crossing the road with a Dennis Trident (3334/JK5864) heading towards Grand Promenade, and was only able to drive away from the bus after several attempts, causing serious traffic congestion, and many netizens have questioned the electric car driver's poor driving skills. [47]

Criminal vandalism[]

  • 13 July 2018: At around 7:00pm, when an Enviro400 Euro V (3823/US6599) arrived at Grand Promenade bus terminus, the male driver, surnamed Yeung, was notified by a passenger that two large head pins of about 6cm in length were found inserted in the upper deck near the rear window, near the headrest of the seat; no one was injured in the incident. [48]
