Cheung Pei Shan Road (象鼻山路) is a road in the south-west of the New Territories straddlingTsuen Wan and Kwai Tsing districts. It forms part of Route 9 and connects the Shing Mun Tunnels and the Castle Peak Road - Tsuen Wan near Tsuen King Circuit. The Shing Mun Tunnels Bus Interchange is the only bus stop on this road.
History[]
Cheung Pei Shan Road was opened to traffic in 1980. It was designed as a reserve access for the Shing Mun Tunnels, connecting the Tsuen Kam Interchange and Wo Yi Hop Road near Cheung Shan Estate, and was under-utilised in the early years of operation.
The Government implemented the construction of the Shing Mun Tunnels and at the same time constructed the Wo Yi Hop Interchange to enable traffic to travel to and from Kwai Chung via Wo Yi Hop Road. Cheung Pei Shan Road was converted to connect with the toll plaza of the Tunnels and could not be used for travelling to and from Cheung Shan Estate via the Wo Yi Hop Interchange. The Shing Mun Tunnel was opened to traffic in April 1990 and Cheung Pei Shan Road became part of Route 5 (now Route 9).
For the remaining section of Route 5 between Shek Wai Kok and Chai Wan Kok, the Tsuen Wan District Council was consulted as early as March 1993 and subsequently in April 1995 when the proposed road scheme was gazetted for public consultation. Separately, when the Master Layout Plan for Discovery Park was approved by the Town Planning Board in 1991, specific requirements were set out on how the developer should minimise traffic noise impacts, including those anticipated to be brought about by the future Route 5 Extension upon its commissioning to Discovery Park. In accordance with the approved Master Layout Plan and the requirements of the TPB, the developer was required to implement a series of traffic noise mitigation measures, including reserving space in the buildings of Discovery Park for the developer to complete a 190-metre long section of the future Route 5 Extension during the construction period, so that the building podiums can cover the section of the road for acoustic insulation, a 30-metre long noise enclosure on the east side of Discovery Park at the exit of Mei Wan Street to the east of Discovery Park; and the residential units would be located as far away from the roadside as possible by selecting the appropriate orientation and setting back the buildings.[1]
Nevertheless, members of the Tang family strongly objected to the road scheme on the grounds that the works might affect the "fung shui" of the Tang's ancestral grave on the hillside at the junction of Castle Peak Road - Tsuen Wan and Tsuen King Circuit. The scheme was revised in 1997 to include the addition of a footpath on top of part of a retaining wall near the Tang's ancestral grave, conversion of a section of a footpath at the junction of Sha Tsui Road and Castle Peak Road - Tsuen Wan into a carriageway, and construction of a number of sets of noise barriers along Cheung Pei Shan Road.
The extended section of Cheung Pei Shan Road was opened to traffic on 8 February 2007 after years of works.
Structure[]
Although Cheung Pei Shan Road is part of Route 9, it is not an expressway. Its basic speed limit is 80 kilometres per hour except for the section near the toll plaza of the Shing Mun Tunnel.
The Tsuen Kam Interchange is the only interchange in Cheung Pei Shan Road that provides access to Sha Tin (Shing Mun Tunnels) and Tuen Mun (Tuen Mun Road) via Cheung Pei Shan Road, and also connects to Route Twisk, Tai Ho Road North, Wai Tsuen Road and Texaco Road North.
Although Cheung Pei Shan Road connects to Castle Peak Road - Tsuen Wan, it cannot turn into the section of Castle Peak Road - Tsuen Wan west of Sha Tsui Road in the westbound direction and can only access Tuen Mun Road.
