Anderson (安達臣) is a community in Kwun Tong District and Sai Kung District, above Sau Mau Ping. The land was formed from a portion of the Tai Sheung Tok hillside through two large-scale development projects, namely the Development at Anderson Road and the Development of Anderson Road Quarry Site. It is still currently under development.

Although Anderson spans through both Kowloon and the New Territories, KMB treats the whole of Anderson as East Kowloon and adopts the Kowloon route numbering also for routes serving the New Territories side.[1]

History[]

Development at Anderson Road[]

The Development at Anderson Road (安達臣道發展計劃, DAR) is a development of about 20 hectares of land between Anderson Road and Sau Mau Ping Road for public rental housing development. On 31 January 2008, capital works for the site formation and associated infrastructure works commenced. The project is divided into two districts, namely North and South Districts, with five sites provided for Government, Institution and Community facilities and public open space, and the remaining five sites included in the Anderson Road Public Housing Development for the construction of On Tat Estate and On Tai Estate, providing 17,920 public rental housing flats for a planned population of about 48,300.

As the population of the development area will continue to rise, the traffic demand in the area will intensify. Coupled with the fact that the area is far away from the Kwun Tong town centre and the established railway network, the Administration has constructed a brand-new road and a number of flyovers between Anderson Road and Sau Mau Ping, which would link up with Clear Water Bay Road and Po Lam Road, and will become a major road in the development area, so as to encourage more residents to take public transport such as buses and the MTR, and to reduce the traffic load of the neighbouring roads. The new road was gazetted on 28 March 2014 as On Sau Road[2][3] and opened to the public in January 2016. The Planning Department also proposed to construct flyovers at the junctions of Sau Mau Ping Road, Lin Tak Road and Tseung Kwan O Road, and to widen the section of Lin Tak Road at Hong Wah Court and the section of New Clear Water Bay Road near Shun Lee Tsuen Road in order to increase the capacity of the road.

Meanwhile, the Government has specifically enhanced the pedestrian connection system in the area. The footbridge connecting On Tat Estate to Sau Mau Ping Road and Po Lam Road was commissioned in mid-June 2016 to tie in with the intake of the first batch of residents of On Tat Estate. The remaining footbridges connecting On Tai Estate to Lee On Road and Shun On Road were also opened in the second quarter of 2017 to tie in with the occupation of the first batch of residents of On Tai Estate.

On public transport services, the Government planned to introduce six new bus routes to serve the area. Apart from the introduction of Routes 213D and 213X by KMB with additional buses from the original Routes 13D and 13X, TD has adopted a tendering approach in selecting the operators for the remaining four new bus routes.[4] In June 2015, TD issued a tender notice for the route packages of the Anderson Road Development Area, and after selection, announced in November 2015 that all the four new bus routes had been awarded to KMB[5][6]. The routes were commissioned in phases from the second quarter of 2016, taking into account the rate of population growth in the development areas.

In addition to the above six franchised bus routes, in the 2017-2018 Bus Route Planning Programme, KMB proposed to divert Route 290X, which at that time only provided one-way service from LOHAS Park Station to Tsuen Wan during the peak hours of Mondays to Fridays in the morning, to route via On Sau Road with a new return service during afternoon peak hours on Mondays to Fridays, which was implemented with effect from 19 June 2017, making it the first direct bus route from the Development Area at Anderson Road to the New Territories, and was later upgraded to a daily whole-day service on 22 December 2018. In the same plan, Citybus also proposed to introduce the Cityflyer route A26[Remark 1] between Yau Tong and Airport (Ground Transportation Centre), which was put into operation on 29 January 2018 and became the first Citybus franchised bus route to serve the area.[7][8]

Green minibus service was also introduced for the Anderson Road Development Area, with two routes planned to run between Jordan Valley Road North in Ngau Tau Kok and Kowloon Bay Business Area respectively. The Transport Department (TD) published in the Gazette on 3 July 2015 to put the two routes on open tender under the same group and among them, the alignment of Route 89A to and from Ngau Tau Kok was revised during the tendering exercise, so that it would not go to the United Christian Hospital and would only have a stop nearby.[9]

The Anderson Road Development Area is part of the Kwun Tong District, but after the intakes, there were no buses or green minibuses to Kwun Tong Town Centre for a period of time, and the only way to get there was to take the lift to Sau Mau Ping or Four Shun via the footbridge, or take KMB Routes 213M or 213S to Po Tat Estate or Lam Tin Station to change to other routes. In 2019, KMB launched Route 213B to Kwun Tong Town Centre, but it is only available during the morning peak hours on Mondays to Fridays. It was only until 2021 when there was a whole-day route running between the Area and Kwun Tong Town Centre with the extension of Route 11X to On Tai (North).

Development of Anderson Road Quarry Site[]

The Development of Anderson Road Quarry Site (安達臣道石礦場發展計劃), an 86-hectare site at Anderson Road Quarry between Anderson Road and Po Lam Road, was declared by the Town Planning Board on 14 November 2008 as a Site with Potential for Housing Development.[11] Upon cessation of mine operation and completion of land formation works, the site would provide a platform of about 40 hectares for housing, open space, school, and associated government, institution and community facilities.

The K. Wah Group held a handover ceremony on 26 July 2017 to return the Anderson Road Quarry, which had been in operation for more than half a century, to the Government, and the land formation and associated infrastructure works for the development of the Anderson Road Quarry site commenced immediately thereafter.

A public transport interchange, bus stops and minibus stops will be provided at the Site to provide the necessary public transport connections to encourage residents to use public transport, thereby reducing the flow of private cars. To avoid increasing the traffic load in Kwun Tong Town Centre, new bus/minibus routes are proposed to run between the nearest MTR stations and various districts in Kowloon to spread out the vehicular and pedestrian flows to different connection points.

Regarding public transport services, the Government planned to introduce four brand new bus routes to serve the Anderson Road Quarry Development Area, with termini located at the public transport interchange at the end of On Yu Road, as published in the 2022-2023 Bus Route Planning Programme. Similar to the arrangement for franchised buses in the Anderson Road Development Area, the Transport Department (TD) adopted a tendering approach in selecting the operator.[12] It was originally expected that the buses would commence service in 2023 to tie in with the completion and occupation of Mount Anderson, but it was not until late August 2024 that it was announced that the bidding was awarded to KMB.[13] On the eve of the release of tender results, eric278, a famous rogue bus fan, published false information on Facebook under the name of his page "681BusTerminal", falsely claiming that he had quoted from a Legislative Council Member, Chan Han-pan, that four routes in the Site would be granted to Citybus, and Chan once claimed that he would report the case to the police for action.[14][15]

In addition, the Tseung Kwan O Tunnel Toll Plaza Bus-Bus Interchange (BBI) has been commissioned. The project also includes four pedestrian linkages between the BBI and the MTR Kwun Tong Station from the development area to facilitate the residents of the development area and the neighbouring Sau Mau Ping to use bus services passing through Tseung Kwan O Tunnel.
