User "Mandychoi" has been ignoring rules on editing and has repeatedly violating them, especially on route colours. Considering the user's behaviours in both Chinese and English versions and the need to prevent English version from becoming a place for evading blocks, we determine that the user is not suitable to continue editing in EBTHK and therefore Mandychoi is permanently blocked.
